Patna: How much serious the central government institutions are about implementing the 4.5% OBC minority quota carved out last year, has now started coming to light. The prestigious central government-run Indian School of Mines-Dhanbad has not utilized fully the OBC minority quota in MBA seats for 2012-2014, despite having candidates from the category, for reasons best known to the institute.
The ISM-Dhanbad on 20th April released the Merit List of successful candidates for admission in MBA Program 2012-2014. The institute has fully utilized the quota for each category namely Open Category, OBC, SC and ST, and also has given wait list for each category. But it’s surprising that it has not filled the OBC minority quota for which it had allocated 3 seats out of total 62 for MBA 2012-14. The ISM has selected only one candidate under this category and has not given any wait list.
ISM Dhanbad
For Group Discussion and Personal Interview on 14th and 15th April, ISM had shortlisted 273 candidates for 62 seats. Of 62 seats, 31 were for Open/General Category, 14 for OBC, 3 for OBC Minority Category, 9 for SC and 5 for ST.
According to the Merit List released on 20th April, all categories except the OBC Minority Category have got full utilization of their quota of seats. Besides, each category except OBC Minority Category carries a wait list as well.

Among the 273 candidates, there were 14 Muslim candidates including 6 OBC Muslims. The results have disappointed OBC Muslims lot. Only one seat out of 3 under OBC Minority Category has been filled. Two remains vacant. Moreover, the ISM has announced that the “vacant seats under OBC (NC) and OBC (NC) Minority Categories shall be filled up by the candidates wait listed in the OBC (NC) category.” Interestingly, the wait list of OBC Category has three candidates, and none of them is from minority communities. This means, OBC Minority quota will be filled by non-minority candidates of OBC. It is very disappointing for Md Rahmatulla Ansari, one of the six OBC Muslims who after clearing CAT had appeared in Group Discussion and Personal Interview, but was not selected.
Talking to TCN from Dhanbad, Ansari said he is very disappointed with the results. He says he is unable to understand why he or other OBC Muslims were not selected and two seats of OBC Minority Category have been kept unfilled by ISM.
There were six OBC Muslim candidates – one was selected under OBC category and another under OBC Minority category leaving two seats under this category vacant. The ISM has announced that the vacant seats of OBC minority category will be filled by wait list of OBC which has three candidates but none of them is from minority communities.
Ansari, a Delhi University graduate in computer science, has sent letters to ISM Director, Ministry of HRD, Ministry of Minority Affairs apprising them about the issue, but he has got no response from anywhere. Admissions for MBA at ISM are starting from 7th May.
TCN has repeatedly tried to contact ISM through phone and email to get their comment, but no response yet.
