New Delhi : Uttar Pradesh tops all states in ill- treating and torturing prisoners, Minister of State for Home Jitendra Singh informed the Lok Sabha Tuesday.
Giving state-wise data – from 2009 to April 30, 2012 – of complaints received by the NHRC, Singh said that Uttar Pradesh was on top with 2,182 such cases followed by Bihar, Punjab, Maharashtra, Rajasthan and Delhi with 564, 414, 403, 370 and 335 cases respectively.
Replying to a question on the action taken by the government to protect the human rights of prisoners, Singh said: “As per the seventh schedule of the constitution of India, ‘Police’ and ‘Public Order’ are state subjects. It is for the state government to take action in every crime. In view of this, the central government does not intervene directly in such cases, but only issues advisories, while the NHRC issues guidelines and recommendations.”
