Anwarul-Islam and Rashtrawadi Samaj Party Uttar Pradesh president Chaudhary Ziaul-Islam.
Text of the Memorandum is as follows:
The A.P. Police opened fire indiscriminately targeting the Namazis (Prayer-performers) after bomb blasts in Makkah Masjid, Hyderabad, whereas the mob could have been stopped by other means too, but the police did leave no stone unturned in deteriorating the situation which caused loss of several innocent lives. We strongly condemn this. It is also a matter of concern that despite Central Government's prior warning the State Government did not take any effective step to dispel this horrible occurrence.
This delegation demands on behalf of the Indian Muslims:
- All the Police Personnel involved in firing must be arrested, simultaneously it is also demanded to identify and take legal action against the persons responsible in the administration by whose criminal negligence, carelessness and communal attitude the prayer-performers in Makkah Masjid and the Muslims of Old City had to suffer from serious mental and physical torment.
- CBI enquiry be ordered against indiscriminate firing and the police personnel suspected in this incident be suspended till the completion of the enquiry.
- Compensation of Rs. Ten Lacs each to the next of kins of the deceased be granted and a person of the deceased family be employed with government service immediately.
- Security of the Mosques and other places of worship be entrusted to non-communal security agencies in the sensitive areas and the practice of defaming Muslims/Muslim organisations without any proof be stopped at once.
- Incidents of fake encounters in different parts of the country have increased during a few years. National Human Rights Commission has also taken serious concern over this. Police and Army officers in Kashmir, Gujarat and U.P. have been found involved in the incidents of fake encounters.
In this regard we demand to constitute a powerful commission headed by a Supreme Court retired judge to look into these incidents.
We hope that the UPA Government which achieved power in the centre in the name of strengthening Secularism and defeating communal forces will prove by its deeds that it is not only impartial and non-prejudiced but firm in the ideology of Secularism, Communal harmony and national integration.
