A meeting of the union cabinet, chaired by Prime Minister Manmohan Singh, felt that several proposals in the policy, such as relaxing the rules for Indian carriers to fly overseas, needed to be discussed at length, officials said.

They said the empowered group of ministers would be constituted soon to look at the draft policy, also being termed the Vision-2020 document.
