Chief Minister Ghulam Nabi Azad was among the first Monday to arrive at the secretariat, which houses all the major offices, including those of the chief minister, his cabinet colleagues, the chief secretary and secretaries of various departments.

Azad was given the ceremonial guard of honour by a contingent of the state police. Chief Secretary C. Phonsung and Director General of Police Gopal Sharma received him.

Elaborate security arrangements were made in Srinagar. Additional deployments of security forces were in place to ensure that separatist guerrillas are prevented from disrupting the working of the government.

The seat of governance in the state moves on a six-monthly basis between summer capital Srinagar and winter capital Jammu, continuing the traditions of the autocratic Dogra maharajas who ruled Kashmir from 1860 to 1947.
