The plan is divided into two documents, one is a detailed confidential one which will set out very clearly where NATO and the international community should be going in the coming years, NATO spokesman James Appathurai told reporters here Wednesday.

The second is a public vision document which will send a strong message to our publics from all our allies on their vision of this mission and where it should go, he said.

“The plan is designed to take stock where we are and lay a path on where we are going, ” said Appathurai .

“The intention is that it should be fully approved by the Afghan government after proper consultation with them,” he added.

The leaders of the 26-member Alliance are expected to approve the Afghan plan at their summit in Bucharest, Romania, in April.

NATO has 42000 troops under its ISAF mission in Afghanistan .

The ministers will also discuss Kosovo which last month declared independence and NATO enlargement.
