A division bench of acting Chief Justice Madan B. Lokur and Justice Mukta Gupta questioned the government as to why guidelines for conducting elections to these federations, among other things, were being ignored.

The court asked the government to file its response by April 28.

The direction came on a petition of Rahul Mehra, who said various sports federations cannot function as private organisations without any accountability or obligation towards the people of the country.

Citing a list of 13 sports federations, Mehra sought a direction to the government to ensure that various associations recognised by it function “in an accountable and transparent manner” for the objective for which they have been created.

The government must withdraw recognition, besides funding and patronage, in case the federations and their chiefs failed to achieve their objectives, he said.

“Most of these organisations are controlled by persons who have neither the expertise nor any interest in the development and promotion of sports,” Mehra has alleged.
