Russia, Egypt to Boost Nuclear Coop

Moscow : Russian President Vladimir Putin and Egyptian President Hosni Mubarak attended in the Kremlin the signing of a bilateral accord on the peaceful use of nuclear energy.

The signatories were Serguei Kirienko, general director of State Atomic Energy Corporation (Rosatom), and Egyptian Electricity and Energy Minister Hassan Ahmed.

A Russian presidential source said nukes are among the promising areas to hold bilateral exchange and the accord will set the legal terms to build a plant under supervision of the International Atomic Energy Agency.

Electricity and Energy Minister Hassan Ahmad Yunes said Egypt needs between three and four N-plants. The first should be completed between 2015 and 2016 in Al Dabaa, 93 miles from Alexandria.

Moscow currently builds nuclear plants with light water reactors by pressure in China, India and Iran, with budgets ranging from $1.5 to $2.5 billion.

The program is aimed at favoring technology export above raw material, this is why the talks between Putin and Mubarak involve energy, namely expanding oil and gas exchange, and a possible free trade area, added Russian advisors.

In politics, Moscow and Cairo also wish to help settle the conflicts at the Middle East, like that between Palestinians and Israel, Lebanon, the chaos caused by the occupation of Iraq and Afghanistan, and clashes on Iran nuclear program.

This is why Moscow promotes an international conference as sole means to achieve a settlement.
