Community leaders slam Bihar Government over Urdu teachers’ recruitment

Patna: To protest against Bihar Government’s objectionable policy for Urdu teachers’ recruitment, a group of Muslim political and social leaders as well as scholars, dignitaries, students and a number of common people today gathered here under the banner of Urdu Council Hind at Madarsa Islamia Shamsul Hoda, Patna.

The issue came to discussion on 19th June 2010 when some local newspapers published advertisement for teachers’ recruitment by Bihar government following the Supreme Court order some days back that 34540 trained teachers must be recruited before 21st August 2010. Out of 34540, there are 12862 seats for Urdu teachers. The advertisement carried additional and tough conditions for Urdu teachers’ posts which only a few candidates will be able to fulfill. The advertisements says that if number of Urdu teachers with conditions will not be found, it will be completed from general teachers.

The points that have been discussed at today’s programs were;

First, the advertisement said that candidates for Urdu teachers’ post must be molvi from Bihar Madarsa Education Board or must have passed out intermediate with 200 marks along with getting two-year training. It is objectionable because Urdu is taught in intermediate for 50 marks so obviously no one will stand on this criterion and thus general teachers will be recruited.

Second, there are options for general teachers that they will be eligible if they got two-year training or did BEd or equivalent courses but for Urdu, it is a must that they have done two-year training.

Third, if anyone did two-year training before 1995 from any affiliated university on the basis of metric but did not do intermediate, he can apply for general teacher’s post with condition to pass out intermediate within 4 years. But this facility has not been given candidates for Urdu teachers’ post.

Fourth, earlier those who are Fazil from Madarsa Board were considered as trained and was no need any additional training but now this option has been removed.

Fifth, in Bihar molvi from Madarsa Board is equivalent to intermediate so, in general teachers’ posts there should be option for those who did intermediate or equivalent but there is nothing like that in the advertisement which clearly means that Madarsa degree holders can not apply for this post.

Sixth, there is condition that only those can apply who completed training before 23-01-2006. This is not fair because when recruitment is being done in 2010 so all those who completed training before publishing of advertisement should be given chance.

Seventh, towards the bottom of application there is option for signature in Hindi and English but not in Urdu which is second official language in the state.

Speaking on the occasion ex-Bihar CM Dr. Jaganath Mishra said that Supreme Court order is clear. Therefore, there should be equal conditions for all candidates. He urged political leaders to meet Bihar Chief Minister Mr. Nitish Kumar and inform him about situation.

“All of us should strive for Urdu and Urdu speaking people rising above from party level and there should be a pressure group which always should be active for the cause of Urdu” he added.

RJD senior leader Shakeel Ahmad Khan spoke in detail about the issue and harm that will be due to the government policy.

Speakers unanimously condemned the government for composing unnecessary conditions for recruitment of Urdu teachers and termed it a conspiracy to turn Urdu degree holders away from job. They threatened to launch state-wide agitation if government did not remove the additional conditions.

Others who addressed the program include Dr. Tanweer Hassan (MLC) Prof. Ghulam Ghose (MLC) Prof. Aslam Aazad(MLC) Maulana Shameem Munemi, Frof. Ejaz Ali Arshad, Bari Aazmi, Maulana Abul Kalam Qasmi, Rehan Ghani and Syed Shehbaz.
