Report card: How much Muslim MPs spoke during Lok Sabha session July - August 2009
By TwoCircles.net News Desk,
No platform other than the Parliament could be more powerful to raise the voice of the voiceless – to inform the government and the nation about the grievances of the common people, the minorities, the downtrodden. Yet, Muslim Lok Sabha Members do not use the platform as much as they are expected to. Their performance during Lok Sabha session July-Aug 2009 was disappointing as majority of 30 Muslim MPs did not ask any question, nor did they take part in debate. Debutants also remained silent except Badruddin Ajmal, Dhubri MP and chief of Assam United Democratic Front. He asked six questions and also took part in debate.
Senior Hyderabad MP Asaduddin Owaisi led from front as he asked 47 questions, far ahead from other Muslim MPs. Following is a report card of Muslim Lok Sabha MPs in the recent session of the House.
Type of Questions
Questions are of three types:-
Starred, Unstarred and Short Notice Questions
A Starred Question is one to which a member desires an oral answer in the House and which is distinguished by an asterisk mark. When a question is answered orally, supplementary questions can be asked thereon. Only 20 questions can be listed for oral answer on a day.
An Unstarred Question: is one which is not called for oral answer in the House and on which no supplementary questions can consequently be asked. To such a question, a written answer is deemed to have been laid on the Table after the Question Hour by the Minister to whom it is addressed. It is printed in the official report of the sitting of the House for which it is put down. Only 230 questions can be listed for written answer on a day.
A Short Notice Question is one which relates to a matter of urgent public importance and can be asked with shorter notice than the period of notice prescribed for an ordinary question. Like a starred question, it is answered orally followed by supplementary questions.

What They are doing?
My dear Muslim leaders what are you doing? you 28 persons represent us in parliament and don't ask even a single question concerning our problems. You should be asking and putting pressure on the government to solve our problems.Try to learn from others if we keep silence like this we will remain as it is.At least try to bring the problems on the floor. You should work my brothers to empower our community and to bring its past glory and prosperity.Good Luck.
Lakshadweep MP
I was shocked to see the report ,and so I took pains to verify the facts. Lakshadweep MP Mr Hamdulla is mum in Parliament. We are very much expected because he is young and well educated.
It can be seen that the performance of Mr Hamdulla MP, in the Parliament happened to be below average.
Till now Mr Hamdulla has asked any questions and has also not raised questions in the zero hour.
We are expected your performence is better
Performance of Muslim MPs
Please re-check the data pertaining to Maulana Badruddin Ajmal. He has asked 10 questions against the national average of 16 and Assam state avearage of 4. He has participated in 5 debates agaisnt the national avrage of 4 and Assam state average of 2. Source: www.prsindia.org www.parliamentofindia.nic.in
educational backwardness of muslims
Thak u twocircle.net for ur relevant information on the'raising of queries by muslim MP'.There r a lot of factors responsible for the backwardness of muslims but education is must be given first and foremost importance. It is the high time that our representatives shoud take lessons from christians that despite of being in an insignificant number they are leading in providing quality education and runing the institutions of highest eminence. Why we muslims can't run a chain of good schools?
Upliftment of Muslims.
Brothers, Present leadership of MIM is so much better than the previous one, especially Asad being a law graduate and an effective speaker is emerging to be a powerful voice for muslims. He has spoken for muslims on many a TV debates.
I request the MIM to start a few initiatives:
1. Expansion of MIM and making it Truly an All India MIM instead of Hyderabad only MIM is the need of the hour.
2. Questions and debates surely help. In addition to these please Prepare effective bills for betterment of muslims and introduce them in the house.
3.Rajshekar reddy has taken a few good initiatives at state level such as the Quota for muslims. I request Asad to take to the national stage and ensure that Muslims do get the required quota on a national level.
4. Effective English medium schools (not the Urdu medium) of the standard matching that of Delhi Public school Atleast one in each muslim locality is required.
5. Consolidate the muslim votes through out the country and use them as an effective tool to get things done from the government. Why should Congress, BSP, SP and such parties get muslim candidates and muslim votes? AI MIM should be a national party.
These and much more should be done.
I am sure Asad has both the intellectual capability and the will to serve muslims. Hope he takes this up and many more such initiatives.
From Syed Family...Hyderabad
Question asked by Asaduddin Owaisi
Salam alaikum
Not a single question was asked about the innocent muslim boys held in Hyderabad Jail and also in Gujarat for the bombings in hyderabad and gujarat. He should take some lesson from the Hindu Lawyer who is fighting for the wrong confinement of these muslim boys.
Questions- Are they for Muslims or for the MPs own benefits
I am surprised that barring a few, all questions are very routine and generic. What we need before we pat these MPs is to see what kind of questions they have sought answers for relate to the welfare of our community. I hardly see any, except for two or three.
When will we learn to teach them?
You are pre-decisive to
You are pre-decisive to point out the questions asked while doing do you are least bother to note many of them were spectators.
I think you voted for one, who if elected wishes to see the house at least once before death.
Public has already given a lesson to your (so called) leader.
Many many thanks to Youth leader Mr Owaisi
Alhamdulillah, Asad is the role model not only to Muslim leaders & intellectuals but to the whole political set up. There must be performance rating in the Parliament for its members. Those having no interest in its functioning & representing the constiutuency in the August House have no moral right to continue & the public should demand their voice in the House. The 21st century democratic funtionng through the Hon'ble Parliament is quite different & objective which is to be lead by intelectuals, youngsters & the people from down to earth. In my opinion, members oftenly abstaining from the House proceedings & raising no voice should be debarred from House membership & no further scope for filing the nmination for the election should be provided. If these Hon'ble members do not have time for the house & to raise the question & to represent their people through the highest constitutional forum, what is their moral & constitutional right to avail the exemplary privileges at the cost of public exchequer. In view of Muslim MPs, about 25 members had been non beginner, they are warned from the voice of community that such negligence will no longer be tolerated & the public in the next election may teach them good & befitting lesson. There is no dearth of intellectual, sincere & dedicated people from amongst the community to lead in the most effective and desired manner, they should else vacate for those deserving & capable as parliament is the only & the higheast body to raise the voice & address the issues. We honour the sanctity & the status & power as well as the duties of the Parliament & its esteemed members. The report is really very shocking & eye opening. Hope such thing will not recur in future sessions. With regards & good wishes to all the members of this August House. Khuda Hafiz.
Sincerely Yours

MIM mp of charminar mr Assaduddin Owasi he is doing a good job and i am happy to watch leadar like this in our parlament .. thanks to hyderabad people
Very good job
Really I appreciate to TCN team to done a great job I hope to continue to do this kind of job.
All Muslim MP's from different places and parties should ask more questions and participate in debates bcoz indian muslims are very lagging in all department bcoz they are educationally so backward.
After the division of india uper class muslims went to pakistan but poor, underprivilaged muslims have been in india. After 47 indian Muslims devloped themselve lot but it is not satisfactory, we have to do more and for that we need good leaders to lead us to a prosperity with india bcoz we are a 2nd major part of india after Hindus. So I request all muslim MP's do more works for india, backward muslims and indians to make india a devloped countries as quick as fast.
Is asking questions enough?
Assalam alaikum wrwb,
I commend Mr.Owaisi for raising questions in the parliament. But is it enough for the upliftment of the status of the muslims.
The MIM has been in power in hyderabad for the past 3 decades and the status of the hyderabadi muslims has not improved much. What this party lacks is a clear vision and the will for the upliftment of the muslims.
We need the MIM to walk the talk.

Hyderabad.
They are doing best within
They are doing best within the system, atleast present leadership.
if hyd has to change in 30 years then is Gandhinagar (Advani's locality), Lucknow (Wajpayee), Amethi (Gandhi family) meets your expectations?
indutrialist hail modi, did all slums vanished in gujrat?
you ask them they all have clear vision
just go back and check what was the (average) education level 30 years back and what is now - also remember that there are many areas in hyderabad with massive imigration of poor un educated people (muslims also) in search of better living from districts like Mahboobnagar, nalgonda, nizamabad
be fair - do not just blame it for mim
Congratulations to
Congratulations to twocircles for the informative work.
Hope these kind of details will help mps bring out there best at least with a purpose of healthy competency
As I know personally Asaduddin is a serious and sincere leader. He is trying to do best within the available system.
He put all mlas of his party on toes since the win.
Dear All, Assalamu
Dear All,
Assalamu Alaikum
We thank and appreciate twocircle.net for its report on the performance of Muslim M.Ps. in Parliament.
Mr. Asaduddin Owaisi has come out with flying colours. He has asked 47 questions on important issues the details of which are available in the website. Every voter in his constituency should be proud of him as they have elected the right person to represent them. I take this opportunity to thank and congratulate not only Mr. Owaisi but also his party and all supporting parties and the people of his constituencey for sending the right leader to the Parliament.
I belong to the Vellore constituency in Tamil Nadu but our M.P. Mr. Abdur Rahman who belongs to the Muslim League has not asked even a single question. So is the case with many M.Ps. One feels that they should be active as M.Ps. and try to improve their respective constituency by putting questions and taking part in debates whenever possible.
Mr. Owaise has proved his mettle as an active parliamentarian. Well done Mr. Owaisai. Congratulations and wishing all the best.

PERFORMANCE OF M.I.SHANAVAS MP IN PARLIAMENT
I was shocked to see the report ,and so I took pains to verify the facts. It is contrary to fact at least in respect of Mr M.I.Shanavas MP, Wayanadu, Kerala. It can be seen that the performance of Mr M.I.Shanavas, in the Parliament happened to be above average. His first speech in connection with Budget discussion speaks by itself, and he raised to the level of an MP with long tenure in Parliament. His participation during the debate relating to Right to Education is worth noting.
Till now Mr shanavas has asked 34 questions and has also raised questions in the zero hour. The text of his speech available in the Loksabha site has been sent to TwoCircles separately for ready reference and cross verification. I hope you would issue an erratum and publish in the earliest issue of TwoCircles so as to ensure the credibility of TwoCircles.

Clarification
Thank you very much for the comment. We are happy to learn that Mr M I Shanavas also raised questions and participated in debates in Lok Sabha. We will cover it properly.
However, we stand by the facts in the TwoCircles.net report on the performance of Muslim Members of Lok Sabha: (Report card: How much Muslim MPs spoke during Lok Sabha session July - August 2009 http://www.twocircles.net/2009aug20/report_card_how_much_muslim_mps_spok...
The report is based on the data available against each LS Member on the Lok Sabha website
http://164.100.24.209/newls/homepage.aspx?mpsno=4559. The question and debate section on the profile page of the MP shows zero while some other MPs like Asaduddin Owaisi's page gives details of Qs asked by him.
Thanks

It is a good information to the People (specially to Muslims) of India.
The voters can understand the actions of their representative in the Parliment.
Always be informed, sir.
This report card should be
This report card should be published in media and a copy sent to Muslim MPs so that they know that we are keeping any eye on you.
Great work TwoCircles!
Muslim MP in Lok Sabha
Great Job TCN Team.
This is very interesting. I can understand why most of the Indian National Congress and their allies are not asking questions but failed to see the silence of the opposition members (BSP, DMK, BJP and others).
Looks like they do not have anything to ask so why not start a drive to ask question to these muslim MPs and then its possible that they can ask in Lok Sabha.
Let us do some homework and first post possible contact addresses of these MPs and then start asking questions to them so that they can raise in Lok Sabha.

Good Idea
Agreed by usmani,s suggestion, we need to drive a campaign for these Lazy muslim MP,S , They are voted for represent, not to sit in parliment like a " Silent Cow", In this century ,everyone is accountable for the responsibility he has Taken. They have not been voted just to get MP Perks like free bunglow, car, allowance and manymore.
All the voters who sents the
All the voters who sents the pilitican in Parliament also became "Silent Cow" except some peole likes you.

Great, This work should be
Great, This work should be appreciated. THe sam type of reports should be published after each Parliamnet Sessions. Thanks TCN
Take lesson from Owaisi Sb.
It's really amazing as well as sad that representatives of Muslims are not arising questions in the parliament. Without the involvement of Muslim politicians how can we expect the development of community and the nation as well. However, I would like to appreciate Mr. Asaduddin Owaisi for asking many questions in the parliament. And at the same time would suggest others to follow Owaisi Sb, unless you people don't deserve the valuable votes of people.
