New Delhi: Human Resource Development Minister Kapil Sibal is meeting a number of MPs on Oct 3rd to seek their opinion about the proposed Central Madarsa Board Bill 2009.
Here are some important highlights of the proposed Central Madrasa Board
The Board:
The Board will consist of a Chairperson and 15 members. One religious scholar from each of the maslak - Deobandi, Barelvi, Ahl-i-Hadith, Shafai, Shia, Dawoodi Bohra will be part of the board. Central Government will appoint these religious scholars from a panel of three names. One religious scholar who is an expert in traditional Madrasa system will have a seat.

The board will also have an equal number of representations from the “secular” section of the Muslim community. Six Muslims who have made outstanding contributions in social sciences, humanities, sciences, vocational training, and education will be nominated. At least two of the six members will be women. One Muslim philanthropist who has contributed for the education of Muslims will have a seat.
Membership to the Board will be for the period of three years and the Board will meet at least four times a year.
Area of work:
For the standardization of the non-theological aspects of Madarsa system education and it’s comprehensive, systematic and integrated development.
To promote education in non theological subjects without interfering in any manner in the theological content of Madarsa education
To promote and popularize the education of Muslim girls so as to eradicate gender-based educational disparity
To give scholarships to Madrasa students.
To maintain a register of madrasas.
Evaluation of the curriculum framework once in five years so as to make the Madarsa system of education a fit and effective tool for the educational empowerment of Muslims.
Recommend introduction of modern text books on any subject, other than religious texts, as extra reading to complement students’ knowledge of such subject and enhance overall modern scholarship.
Preparation, publication or sale of text-books and books, other than books on theology or religious texts, for use in affiliated Madarsas.
Provide, by regulations, after considering the recommendations of the Syllabus Committee, if any, the curriculum, the syllabus, the courses of studies to be followed and books to be studied in affiliated Madarsas for examinations instituted by the Board.
Teachers training.
Conceptualize and initiate programme for the consolidation of the inclusive society, marked by religious and cultural diversity, through proper interfaith understanding in society.
Adoption of a non-polemical approach to other religions and non-sectarian institutions, in a state of fidelity to the Islamic spiritual tradition.
Review the infrastructure requirements, including faculty position and to evaluate the academic health of the Madarsa and to make appropriate recommendations to the Madarsa concerned.
Annual report of the Board shall be presented in the Parliament.

Why to have separate things
It is surprising that the grduge of the majority of the Indian is that Muslims are not in mainstream and that they get more than they are entiltled for. This stems from the many demands which are made on their behalf but are never met. It is the civil society which gives more than done by any government scheme. The society provides Muslims with birth control programmes in the form of operating out the uterus of a pergnant woman without any scalpet or operation table. Many are coolly killed and are provided state funeral instead of the dusty burial. Many are helped out not to have paved road so that they live by the way of 'nature' and drink open stream water because that makes them so safe from the infections and mind it nobody is taxed for these facilities and services. Their children need not attend schools and this liberates them which no country provides to any of their citizens. Tell us does Saudi Arabia provides this freedom though it is a Muslim country?? No.
This MMB will make the marginalisation of Muslims 100% which will make people ask Muslims why not they go to their Madaris (plural of Madarsa) while now they say that Muslims go to madarsa only. The fact is only 4% of the population of Muslims attends madarsa for some time of their life, almost 90% in that for part time so that they learn what is needed for one to be Muslim. Muslims cannot be like the christians and Hindus who depend on priests on carrying out their religious duties.
If the govt is so much interested in bringing up the community, they should have insisted that their areas have more and better schools instead of targeting the madaris which are started and closed on need basis. There are very few permanent one which cater to the religion only and those need not be forced to go the world way because that is not going solve any of the many problems. The HRD minister would do great service to the nation if in general schools affiliated to central/state education baords are established. The discrimination of scaling down facilities in Muslim concentration areas as an unwritten rule had made such a bad impact on Muslims and adjoing areas of their bases that more than 50% of whole of India in lagging behind in almost all spheres of human development. It would be better if we have good vernacular schools offering 'modern' subjects instead of insisting on English medium school which make children of unlettered parents so difficult to pick up. The many IIMs, IITs and NITs are needed but they do not bring back the resources to the nation instead of creating an 'elitist' Indian diaspora who in their hate of loss feed on the anti-national forces by way of financing them to carry out criminal and communal agenda plauging the current India. While their acceptance of christian ways due to economical reasons make them feel the loss of inheritance they carry out their agenda of vegetarinism. We need to have more educated person than engineers and managers who do not mingle with the poors once off to greener pastures.
The need of the hour is to shed the communal agenda and take education to all. All the parents want their wards to get good education and madaris are not a hindrance. This will integrate all the people instead of segregation of Muslim which would be resultant of the said Markazi Madarsa Board. Hope Mr Sibal is listening.
Instead of CMB
Why not Muslims are asked to apply for opening schools all over India and allow them to run using the CBSE or state education boards instead of trying to cover only 4% of Muslims who send their children to Madaris. I went to a school and learnt Islam and its tenets as are required of a Muslim from a Maktab. This model is sadly not promoted which brings a thought in mind that is the govt want he 96% leftover Muslims too from the mainstream education. There are schools coming up which provide overall education which is a requirement of Muslims. We cannot have religious things the way churches or Hindus have. This is the reason Muslims have many schools of thoughts and no central person as do Hindus and christians have.
I too am trying to establish a school but there are no schemes of any Central/State govt which will aid me in doing so. These policies stem from the mentality which forces non-Muslims to think that reading Qur'a means teaching anti-nationalism. The govt would do better to ban the hate camps and summer education criminal Hindus organisation are organising. Unfortunately they are not fringe but almost 75% of Hindus join it with the only exception that the leftover 25% not attending this hate mongering due th various entrance exams and tuitions.
