    ROAD TRANSPORT AND HIGHWAYS

    AMBULANCE SERVICES ON NHS

    (a) whether the Government/NHAI has any proposal to introduce ambulance service on National Highways (NHs) in the country; and

    (b) if so, the details thereof?

    (a) & (b): Ministry of Health and Family Welfare is implementing a Scheme titled “Project for establishment of trauma care facilities along National Highways” during the 11th Five Year Plan, at a total outlay of Rs. 732.75 crore to develop a network of Trauma Centers along the Golden Quadrilateral, North-South and East West Corridors of the National Highways to help the accident victims. The project comprises well equipped life support ambulances at every 50 Kilometer of the completed stretches of the National Highways equipped with life support equipments and trained staff, to be provided by National Highways Authority of India (NHAI). Presently, NHAI has provided 147 ambulances on the National Highways entrusted to them.

    The places where these ambulances are stationed may be seen at Annexure I. Further, the Ministry of Road Transport & Highways is committed to provide 140 advanced life support ambulances to 140 identified hospitals under this Scheme.

    In addition to above, the Ministry of Road Transport and Highways, under the scheme “National Highways Accident Relief Service Scheme (NHARSS)” has provided 437 ambulances to States/ UTs/NGOs for relief and rescue measures on National Highways in the aftermath of accidents by way of evacuating road accident victims to the nearest medical aid centre. The ambulances distributed to various States may be seen at Annexure-II.

    (a) the current foodgrain storage capacity held by Government agencies in the country;

    (b) whether the Government proposes to construct new godowns for safe storage of foodgrains to ensure food security in the country;

    (c) if so, the details thereof indicating the proposals received from the States in this regard, State-wise; and

    (d) the steps taken by the Government to expedite the construction of godowns in different parts of the country?

    (a): As on 31.01.2010, FCI is maintaining a total storage capacity of 282.68 lakh tonnes (Covered & CAP) including godowns owned and hired from CWC, SWCs, State Governments and Private Parties.

    (b),(c)&(d):Yes, Madam.

    The Government is providing financial assistance in the form of Grants-in Aid to the State Governments of North East Region, Sikkim and Jammu & Kashmir under Plan Scheme for construction of storage godowns. The details of the ongoing projects undertaken by the State Governments of North East Region, Sikkim & Jammu & Kashmir is given in the Statement at Annexure–I. Under the Plan Scheme funds are also released as equity to FCI for construction of godowns.The status of ongoing projects with FCI is at Annexure –II.

    The Government has also formulated a scheme for construction of godowns for FCI by hiring them on guarantee basis.

    The proposals for creation of storage capacity in the various States are considered by the State Level Committee (SLC), and are finally approved by the High Level Committee (HLC) of FCI. The HLC has given its approval for construction of storage godowns for a capacity of 127.65 lakh tonnes. The State-wise details of storage capacity approved by HLC are given at Annexure-III. FCI will offer a guarantee of 7 years for construction of new godowns under the Scheme. The godown is to be taken on hire from Private parties through CWC/SWCs (which will be the implementing agency).

    In order to ensure expeditious construction of godowns, the Guarantee Scheme has been reviewed and it has been decided that wherever CWC and SWCs have land and if this is at the identified locations and within storage capacity finalized, CWC/SWCs may construct godowns on priority for which FCI will provide 4 years Guarantee.

    (a) & (b):- The Aircraft Rules, 1937 require that there should be First Aid Kit, Physicians Kit on the aircraft. The Cabin Crew is also trained adequately to handle Medical Emergencies upto a limited extent during air travel. Aircraft is diverted to nearest available Medical facility in case of Medical Emergency.

    (c) & (d):- No, Madam. The provisions mentioned in the Aircraft Rules, 1937, as stated above are adequate.

    NEW NATIONAL PENSION SCHEME

    (b) & (c): Pension Fund Regulatory and Development Authority (PFRDA) has been creating awareness by disseminating information about the New Pension System (NPS) through media advertisements, press statements, conferences, seminar, interviews etc. As of 09-03-2010 over 3851 persons have opened NPS accounts voluntarily which is in addition to over 7.56 lakh accounts of Central and State Government servants for whom NPS is mandatory with effect from the date notified by the respective governments.

    (d) & (e): NPS is a defined contribution scheme, The returns on the investment under NPS are market related, Under the NPS, the investment pattern for the government servants is decided by the Government, while in case of others, the subscriber has the option to invest in any of the 3 asset classes managed by the Pension Fund Managers. These are equity, government securities and credit risk bearing fixed income securities, subject to the condition that the investment in equity shall not exceed 50 percent.

    (c) whether the Government proposes to give relaxation to these medical graduates from appearing in the screening test to meet the shortage of doctors in the country; and

    (d) if so, the details thereof and if not, the reasons therefor?

    (i) Obtain eligibility certificate issued by the Medical Council of India at the time of admission;

    (ii) Appear for Screening test conducted by National Board of Examinations;

    (iii) On successful completion of Screening Test, provisional registration for internship training is awarded by the Medical Council of India;

    After completion of internship training, permanent registration is granted by the Medical Council of India.

    (c) & (d): At present, there is no proposal in this regard.

    (d) if so, whether permission has been given by the Government in this regard;

    (f) if not, the steps taken by the Government to check such activities?

    (a) & (b): Under the NACP-III, the Government have a strategy to treat HIV positive patients in the country. Patients who are identified with HIV and who need treatment are provided treatment through the 269 ART Centres spread all over the country.For other persons who are at risk, a system is in place wherein such persons are directed to an Integrated Counseling and Testing Centre. 5135 such Centres are presently functioning.After testing of those patients who are found to need treatment, they are then investigated further and attached to an ART Center and treatment is started for those who need such treatment. The process of directing persons who are at risk to the ICTCs are carried out by outreach workers attached to the Integrated Counseling and Testing Centres.In addition to the outreach workers, NGOs network belonging to the People Living with HIV/AIDS could also send people who are likely to be HIV positive for testing and further treatment where necessary to the ICTCs.

    (b) to (f): No such information has been brought to our notice so far.

    (e) the corrective measures taken/ proposed to be taken in this regard including the ban on such toys?

    (c) to (e) The Ministry of Health and Family Welfare has constituted an expert Committee under the chairmanship of Dr. Y.K. Gupta, Professor of Bio-chemistry of All India Institute of Medical Sciences, New Delhi to look into the presence of harmful elements in toys. Under the guidance of the Committee, a study for examining the presence of some heavy metals and phalates in the plastic toys in the market, is underway.

    (a) & (b): The Government has approved the introduction of a new Scheme to provide central assistance for setting up of a model degree college in each of the identified 374 educationally backward districts (including 27 districts in Tamil Nadu) where Gross Enrolment Ratio (GER) for higher education is less than the national GER. During the remaining period of 11th Five Year Plan, provision exists for establishing 200 model colleges in identified districts with priority being given to special category states and districts having concentration of weaker sections and minorities as well as other districts in Schedule V and Schedule VI areas. Those colleges which have been established on or after 1.1.2008 in identified districts shall also be eligible to be covered under this Scheme, subject to their satisfying the guidelines of University Grants Commission in respect of model degree colleges.

    (c): There is no such proposal at present.

    DOUBLING OF RAILWAY LINE

Doubling of Chengalpattu-Villupuram by gauge conversion of the existing metre gauge line and Villupuram-Dindigul sections have been taken up and these works would be completed in the coming years as per availability of resources. An outlay of Rs. 43 crore and Rs. 60 crore respectively is proposed for these doubling works during 2010-11. Doubling of Madurai- Kanniyakumari is not sanctioned.

Resolution of certain issues related to integration of these works with this project took more time.

    (c): The project is likely to be completed by December, 2011.

    (a) & (b): Yes. The recently held Brazil, Russia, India and China [BRIC] Summit in Brasilia called for reform of the IMF and the World Bank. The Joint Statement issued after the Summit stressed that reforming these institutions` governance structures required a substantial shift in voting power in favor of emerging market economies and developing countries and called for open and merit based selection method for the positions of heads of IMF and the World bank and increased participation of developing countries in the staff of these institutions.

    (c) & (d): The BRIC Summit urged all countries to resist all forms of trade protectionism. BRIC countries have agreed to study feasibilities of monetary cooperation, including local currency trade settlement arrangement between BRIC countries, to facilitate trade and investment.

While endorsing the provisions of the Act, various states, including Karnataka, Madhya Pradesh, Orissa, Uttar Pradesh, Himachal Pradesh, Gujarat, Bihar & Arunachal Pradesh have requested for allocation of adequate funds for implementation of the Act.

    (c) & (d): The 13th Finance Commission has awarded Rs.24,068 crore as grant-in-aid specifically for elementary education. A Central budget allocation of Rs.15,000 crore has been presented to Parliament for Sarva Shiksha Abhiyan (SSA) programme.

    (a): Apart from the concerns expressed by the Indian Seafarers’ Unions on the issue of piracy, isolated complaints are occasionally received on ship disaster and violation of Government guidelines.

    (b): There is a 24 x 7 Communication Centre in the Directorate General of Shipping, Mumbai, to closely coordinate with all the Indian vessels, Indian Navy and other piracy mitigating agencies in the area to preempt piracy attacks. One Indian naval ship has been deployed since 2008 to escort Indian merchant ships. In the aftermath of the hijacking of large number of mechanized sailing vessels (dhows) in the recent past, Directorate General of Shipping has issued ISPS Circular dated 30.3.2010 prohibiting plying of such vessels in the piracy infested areas. Indian delegations have made several interventions in the meeting of the International Maritime Organisation for curbing the menace of piracy. India is also a founder member of the International Contact Group on Piracy of the Coast of Somalia (CGPCS). The Government has also taken several measures with respect to ship disaster and violation of guidelines that are available on the website of Directorate General of Shipping, Mumbai (www.dgshipping.com).

    (c) & (d): It is a general principle for all ship owners to have P & I cover for all seafarers working on their ships. P & I cover includes compensation for injury/death of seafarers in case of shipping casualty.

    (e): Action against the defaulting Indian shipping companies is initiated by the Shipping Master under Section 132, 133 of the Merchant Shipping Act, 1958.

    (i) Central Employment Guarantee Council has been set up. Members of the Central Council periodically visit various districts in different States.

    (ii) National Level Monitors are deputed to various districts.

    (iii) Scheme of independent monitoring by Eminent citizens has been approved.

    (iv) A toll free national helpline has been set up

    (c) & (d): Union Government has asked the State Governments to set up the following:

    (i) State Employment Guarantee Council

    (ii) District level Ombudsman for grievance redressal in a time bound manner

    (iii) State helplines

    (e) & (f): Under Mahatma Gandhi NREGA, expenditure on payment of wages to unskilled workers is fully borne by the Central Government. Wages to the unskilled workers are paid in accordance with the out put of a worker. No wages are payable under the Act without performing any work. The Act, in Section 7(1), however, provides for payment of unemployment allowance to a job seeker who is not provided work within 15 days from the date from which work has been demanded. Since it is the duty of the State Governments to provide work to a job seeker within 15 days from the date of demanding work, failing which un-employment allowance becomes payable, such allowance is paid by the State Governments from their own resources.

    (a) to (e) : The assistance of Indian Space Research Organisation (ISRO) and other remote sensing agencies have been sought to obtain satellite imagery on areas of mining in some States like Orissa, Chhattisgarh, Karnataka, etc. In a particular instance in Orissa, the Indian Bureau of Mines detected illegal mining in Keonjhar district using the satellite imagery and based on this, the State Government was able to initiate action against illegal miners. The Central Government has also advised the State Governments to use satellite imagery for detection of illegal mining as part of comprehensive strategy to curb illegal mining. The likely cost of satellite imagery is estimated at Rs.50-60 lakhs per district.

    State Governments as the owners of minerals grant mineral concessions. However, in case of First Schedule minerals, prior approval of Central Government is necessary before grant of mineral concession. A list of prior approvals given by the Central Government is available on website of Ministry of Mines (http://www.mines.gov.in) and so far it has not come to the notice of Central Government that companies involved in illegal mining operations have been given prior approval.

    Some instances of illegal mining of minerals have come to the notice of the Government in various parts of the country. The Central Government has amended the Mines and Minerals (Development and Regulation) Act, 1957, to empower the state Governments to take action against illegal mining by giving them powers to enter and inspect any mine, penalize transportation and storage of illegal mined materials, confiscate illegally mined minerals, tools, equipment and vehicles, and frame separate Rules under the Mines and Minerals (Development and Regulation) Act, 1957 for curbing illegal mining. This was followed by regular monitoring by Central Government of the action taken by the State Governments. Recently, all the State Governments have been requested to prepare an Action Plan using modern technology to curb illegal mining. Further, a Coordination-cum-Empowered Committee has been set up to ensure elimination of delays in grant of mineral concessions. A draft State Mineral Policy has also been circulated to all the State Governments.

    As per available information, Indian Bureau of Mines (IBM) conducted a total of 1978 inspections (till February 2010) in the year 2009-10 and prosecution cases launched in 23 cases and six mines suspended. Further a Task Force was constituted in the IBM which conducted inspection in 106 mines in Orissa, Gujarat, Jharkhand, Karnataka and Andhra Pradesh, and has suspended mining operations in 60 mines for deviation in approved Mining Plan in respect of production, location of pit, overburden production and non-submission of Mining Plan/Mining Scheme, and violation notices have been issued to 28 mines. The State Governments have stopped issuing transport permit (royalty pass) for suspended mines.

    (c) the steps taken by the Government to safeguard the grid collapse due to heavy overdrawal of power by some States?

    (a) & (b) : On 28th April 2010, CERC has issued new Indian Electricity Grid Code (IEGC) Regulations 2010, which have become effective from 3rd May 2010. In the new IEGC, the operating frequency band has been narrowed down to 49.5-50.2 Hz from the pre-existing band of 49.2-50.3 Hz. The new IEGC inter-alia stipulates that State Load Despatch Centre/SEB/distribution licensee and bulk consumer shall initiate action to restrict the drawal to its control area from the grid within its new drawal schedule, whenever the system frequency falls to 49.7 Hz. It further stipulates that the SLDC/SEB/distribution licensee and bulk consumer shall ensure that requisite load shedding is carried out in its control area so that there is no overdrawl when frequency is 49.5 Hz. or below.

    (c) : In accordance with the Electricity Act, 2003, regulation of inter- State transmission is in the domain of CERC. Further, Regional Load Despatch Centres established by Central Government in each region are responsible for carrying out real time system operation in the respective region. Whenever, persistent over-drawal endangering grid security is brought to the notice of Ministry of Power the issue is taken up with the authorities of the concerned State Power Utilities / State Governments. The issue was recently emphasized during the Power Ministers Conference held at New Delhi on 28th April, 2010.

    (b): Under the Immunization programme, all the vaccines including JE are stored and transported under cold chain up to the point of service delivery. Since 2008, the vials are also affixed with Vaccine Vial Monitor which helps in monitoring the cold chain. Each lot of JE vaccine is tested in the country at Central Drugs Laboratory (CDL), Kasauli before use in the programme.

    (c) to (e): As per the information received from Government of Uttar Pradesh there is no quantity of usable vaccine lying unattended in Uttar Pradesh.
