"The activities among the three countries will start after signing of the MoU among them, in the second half of this year," Information and Broadcasting Minister Priyaranjan Dasmunsi told reporters after a cabinet meeting at Prime Minister Manmohan Singh's residence.

"This will provide a legal framework to the cooperation among the three countries in the field of public administration and governance," he added.

Leaders of the IBSA grouping, comprising three emerging powers of Asia, Latin America and Africa, held their first summit in Brasilia last year and decided to expand cooperation in areas ranging from trade and agriculture to space and science and technology, including peaceful uses of nuclear energy.
