Manmohan Singh, who arrived around 10.30 a.m., flew in a chopper to Jagti in the suburbs of Jammu for the foundation stone laying ceremony for a modern city for Kashmiri Pandits, who have been living in exodus since the armed uprising in Kashmir Valley in 1990.

Over 350,000 Kashmiri Pandits fled the Valley and were rehabilitated in tented colonies and one-room tenements. Singh had promised building a township for them with better civic amenities during his first visit to Jammu in November 2004.

He will later fly to Jammu University campus where he would receive an honorary degree Doctor of Letters (D. Lit.). The state governor and University Chancellor S.K. Sinha will confer the doctorate on Singh.

“It is going to be a proud moment for us,” said Vice Chancellor Amitabh Mattoo.

Manmohan Singh has been the recipient of honorary doctorates from numerous universities both in India and abroad, including D. Litt from Panjab University, Guru Nanak University, Delhi University, Sri Venkateshwara University, Panjabi University, Osmania University and Italy’s University of Bologna.
