Speaker of the Senate Khaled Attiya told the press that the session was postponed due to heated debate amongst political blocs on the UN draft paper which suggested a solution to the problem.

The UN paper called for holding elections in all governorates except for Kirkuk, which would hold its elections in December 2009.

Attiya revealed that some blocs agreed on the UN proposal while others insisted that elections would be held next year despite UN guarantees that elections would be fair.

The Iraqi parliament may forward Wednesday the law due to support of the major parliamentary blocs for the UN proposal.

The elections law was ratified by parliament but the Iraqi presidency refused to implement it. The current version of the law differs from the previous one which called for elections in all governorates and power-sharing in the Kirkuk governorate which has a mixed population of Arabs, Kurds, and Turks.
