The newspaper quoted Thursday American and Israeli sources as saying that Olmert’s proposal to Palestinian President Mahmoud Abbas involved the integration of 20,000 Palestinian refugees in Israel every year for the next 10 years.

The sources added that the reunification of families would take in a humanitarian manner.

They noted, however, that Olmert’s condition for this to take place was for the two sides to resolve all other final status issues — namely Jerusalem, refugees, settlements, borders, water, security, and the establishment of an independent Palestinian state.
