The plan will be effective as of Sept 1, 2008 and will aim to prevent African refugees from reaching Yemen’s territorial waters.

The plan will be implemented in cooperation with the International Coalition Forces, international organisations and neighbouring countries.

Yemen receives many African refugees fleeing poverty and fighting in their countries. Those refugees arrive in the country on smuggling boats.

Some of these refugees die drowning as boat owners force them to swim to reach land and sometimes boats capsize.

In the recent years, refugee numbers have increased which Yemen says lead to economic problems.
