Haryana to accept donations for public healthcare

Chandigarh : In a first of its kind of move to involve individuals, corporates and other organisations, the Haryana government has formulated a policy regarding acceptance and management of donations from the public to further strengthen the healthcare system in the state.

Chief Minister Bhupinder Singh Hooda Wednesday said all donations would be accepted by the district health and family welfare societies headed by the deputy commissioners.

Hooda, who also holds the health portfolio, said this new policy has been circulated among all deputy commissioners for necessary action.

Donations in this regard would mean a contribution, grant, property, equipment from a donor without making any commitment of resources or services with a commercial value in return, other than naming opportunities, a state government spokesman said here.

Hooda said many times, there were offers for donation of equipment and funds for construction works. The respective district authorities could allow such donations to be made based on requirement.

District health and family welfare societies have been allowed to acknowledge and recognise donors and their gifts, the chief minister said.

If a donor offered to construct a block in a hospital and the amount of such construction is more than Rs.5 million (50 lakh), the block would be named as per the wishes of the donor subject to the approval of the state government. For a gift of equipment, the donor’s name would be conspicuously displayed in the concerned health institution.

Donations from individuals, firms, corporation, society, trust will be allowed to be accepted by health authorities. A proper agreement for the donation would be made, Hooda said.

Though the authorities have been asked to keep proper records of all donations made, Hooda said all information pertaining to a donor and his gift would be handled with respect and given confidential treatment as allowed under law.

Health officials said the maternity wing in the existing government hospital at the community health centre at Nangal Choudhary in Mahendragarh district of south-west Haryana is being constructed with community help.
