Speaking at the prestigious 46th Munich Security Conference, Ashton said, “the possibilities for dialogue are not exhausted.”

“There is the need to restore confidence in the peaceful nature of Iran’s nuclear program. This must be done by dialogue,” she added.

Welcoming the presence of Iranian Foreign Minister Manouchehr Mottaki at the Munich security meeting, Ashton urged Tehran to respond to the nuclear fuel offer of the International Atomic Energy Agency (IAEA).

She stressed the IAEA proposal was “a creative
attempt to build confidence with Iran by practical cooperation in the nuclear area.”

Under the UN nuclear watchdog plan, Iran would ship low-level uranium abroad for enrichment and later re-import it for use in a medical reactor, used to fight cancer, in Tehran.
