Will the Minister of RURAL DEVELOPMENT be pleased to state:-
(a) the existing level of financial assistance granted under the Indira Awaas Yojana (IAY) to the entitled persons per unit in the plain and in remote and hilly areas;
(b) whether the assistance granted in this regard is not commensurate with the real cost of construction;
(c) if so, the details thereof and the reasons therefor; and
(d) the action proposed to revise the existing limit on real basis?

(a) At present, the unit assistance under Indira Awas Yojana (IAY) is Rs.35,000/- in plain areas and Rs.38,500/- in hilly/difficult areas. In addition, the Reserve Bank of India has been advised by the Ministry of Finance to include IAY houses under the Differential Rate of Interest (DRI) scheme for lending upto Rs.20,000/- per housing unit, at an interest rate of 4%.
(b) & (c) The amount provided under IAY is only the unit assistance and not the actual unit cost. The Central Building Research Institute, Roorkee has since been entrusted with the task to study the typology of houses constructed in various regions of the country and to estimate the average unit cost of an IAY house. The Institute, in its interim report has estimated the unit cost to be between Rs.77,000 and Rs. 88,000 for different designs.
(d) Keeping in view the increase in the cost of construction, the Finance Minister, in the Budget Speech 2010-11, has proposed to enhance the unit assistance under IAY from Rs.35,000/ to Rs.45000/- in plain areas and Rs.38,500/- to Rs.48,500/- in hilly/difficult areas.

(a) whether a large number of unprotected heritage sites are vanishing in Ladakh Region of Jammu and Kashmir State;
(b) if so the details of such heritage sites; and
(c) the steps taken by Government to protect such heritage sites in Jammu and Kashmir?

(a)to(c) Archaeological Survey of India (ASI) is responsible for those monuments which have been declared as of national importance under the Ancient Monuments and Archaeological Sites and Remains Act 1958 and there are 13 such monuments under the jurisdiction of ASI in Ladakh Region of Jammu and Kashmir State. In addition to this, a number of Buddhist monasteries, including stupas, cave, temples, sites and rock carvings and engravings had been identified in Leh, Nobra and Zanskar regions of archaeological and artistic importance. The Archaeological Survey of India has no information on vanishing of unprotected sites in Ladakh region. The conservation, preservation, and maintenance of monuments declared as of national importance by way of structural repairs are undertaken on need basis as per the established archaeological norms.

(a) the status of Indo-Iran gas pipeline project;
(b) whether there is any delay in implementation of the project; and
(c) if so the steps taken by the Government to resolve the hurdles in implementation of this project?

(a) to (c): India is pursuing the import of natural gas from Iran through Iran-Pakistan-India (IPI) Gas Pipeline Project. Various important issues, viz., pricing of gas, delivery point of gas, project structure, security of supplies, payment of transportation tariff and transit fees for passage of natural gas through Pakistan, etc., are under discussion amongst the participating countries.
Such multilateral projects involve protracted discussions, as all the aspects have to be carefully examined and deliberated upon to the satisfaction of the participating countries to protect each country’s interests and to avoid any problems in the future in the successful operation of the project.

(a) whether the telephone and postal services in the hilly areas of the country especially in Ladakh region of Jammu and Kashmir are unsatisfactory;
(b) if so, the details thereof and the reasons therefor; and
(c) the steps taken/being taken by the Government to improve telecom and postal services in the said areas?

(a) & (b) Madam, the telephone services provided by BSNL in hilly areas of the country including the Ladakh region of Jammu and Kashmir State are satisfactory. The hilly areas of the country comprise of Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Assam, NE-I and NE-II Telecom Circles.
The Ladakh Region of Jammu and Kashmir State gets cut off via road for about six months i.e from November to April. During this period, telephone communication assumes very high importance.
The following steps have been taken to improve and extend communication network in the area:
(i) Ladakh Region is connected to Srinagar on Optical Fibre (OF) Cable of about 400 Kms length which passes through Jojila pass which remains snow covered during winter. The OF cable in this area which gets damaged due to road clearing operation from snow has been upgraded in the last Summer season.
(i) In addition, Ladakh Region is connected to Jammu via Satellite media where bandwidth is limited.
(ii) BSNL has installed a Mobile MSC at Leh with which the requirement of bandwidth for mobile calls have been reduced and thus communication in the Region can continue even in case of interruption of OF cable.
(iii) Telecom service has been provided in remote villages and hamlets through Digital Satellite Phone Terminals (DSPT). Uptil now, 113 such DSPTs had been commissioned in Ladakh Region.
In so far as status of postal services in Jammu and Kashmir Circle is concerned, the services are satisfactory. There are relaxed norms for opening of post offices in hilly areas of the country. 15 Departmental Post Offices and 93 Extra Departmental Post Offices are catering to the postal needs of the public of Ladakh region.
(c) The steps taken by BSNL for the development for telecom service for 2009-10 and 2010-11 in these Telecom Circles is given below.

Improving the quality of services is an ongoing exercise. These include, introduction of value added services, sustained efforts to improve mail transmission and delivery, pick up mail services etc. Further upgradation of the quality of postal service has been undertaken under “Project Arrow” in Leh Head Post Office.
