New Delhi: A high-level delegation of Jamiat Ulama-I-Hind on 28th Jan.called on HRD Minister Kapil Sibal and demanded immediately parliamentary amendment in RTE Act 2009 to remove its clashes with Article 26 and 30 of the Constitution that guarantee minorities the right to establish and administer educational institutions of their choice.
The delegation led by Jamiat president Maulana Qari Syed Mohammad Usman Mansoorupuri briefed the minister about the problems that madrasas in far flung areas are facing at the hand of authorities. While appreciating Sibal for issuing guidelines to curb RTE Act’s negative impacts on madrasas, the delegation told him that the guidelines are failing to remove apprehensions of the minority community.
The delegation feared that with the passage of time the local administration across the country may not implement these guidelines in the true spirit. “The JUH chief Maulana Qari Usman said several madrasas in far flung districts were being harassed on the pretext of this Act and the district administration was not ready to take cognizance of the guidelines, therefore it was necessary to make parliamentary amendment to the act,” informed Azeemullah Qasmi, Media In-charge, Jamiat Ulama-I-Hind.
Qari Usman also reminded the minister of his promise at a JUH conference last year to establish Sr. Secondary Board on the pattern of ICSCE to regulate upcoming Muslim schools by affiliating them to the board. This would also be in compliance of RTE Act 2009.
The HRD Minister assured the delegation that he stood by his promise and would soon bring in an amendment to the act and steps would be taken with regard to establishment of Sr. Secondary Board also.
Besides Qari Usman, the delegation included Maulana Mahmood Madani, Rajya Sabha MP and JUH General Secretary, Kamal Farooqui, Maulana Qari Shaukat Ali, Mufti Salman Mansoorpuri, Maulana Hakeemuddin Qasmi and Adv Saud Ahmad.
