Thiruvananthapuram : All the 30 Kerala government departments will submit by September their Result-Framework Documents (RFD) which will help in the formation of a system that evaluates their performance, an official said Thursday.
Prajapati Trivedi, secretary to Government of India (Performance Management), said that he has been interacting with the state government secretaries to put in place a Performance Monitoring and Evaluation System (PMES) similar to the one at the centre and certain states like Punjab and Maharashtra.
“To put in place the PMES, every department has to prepare a RFD. The PMES is a system that evaluates and monitors the performance of government departments,” said Trivedi, who heads the department that looks after PMES.
According to Trivedi, Chief Minister Oommen Chandy is all for the move and “wants to see the framework documents prepared in his first 100 days of taking over the new government”.
PMES will take a comprehensive view of departmental performance by measuring all schemes and projects.
At the beginning of every year, every department would prepare a RFD, consisting of the priorities set out by the respective minister, and then the document will be put on the public domain for anyone to see.
“Starting next month, every central government department’s performance would be analysed and there will be incentives if it has achieved a certain benchmark,” said Trivedi.
“Through this, transparency in governance would be achieved, besides every non-performing secretary would be identified,” added Trivedi.
