Haryana asks centre to probe grid failure

Chandigarh : A day after it was named as one of the four states which had overdrawn power from the national grid leading to a major failure, the Haryana government Wednesday asked the central government to investigate the matter.

“The reason for the collapse of the grid lies somewhere else and needs to be identified,” a spokesman of the Haryana power utilities said here Wednesday in a statement.

While refuting the charge that Haryana, along with Uttar Pradesh and Punjab, was responsible for over-drawing power from the national grid which led to the grid failure, the spokesman said that the actual reason should be investigated.

Power supply to over 20 states was severely affected Tuesday as three grids failed. On Monday, the northern grid had collapsed, causing a blackout in nine northern states and throwing life completely out of gear.

Denying reports that Haryana had been overdrawing to the extent of 51 percent, the spokesman said that the grid frequency at 2.32 a.m. July 30 was 49.8 Hz and between noon to 1 p.m. July 31 ranged between 49.92 to 50.27 Hz, which shows that the generation and the demand were in balance.

“At the time of the collapse of grid, the total load of all the states of northern region was about 31,726 MW and the overdrawing was only 1,573 MW, which comes to about 4.8 percent. This is perfectly within limits and is also corroborated by very healthy frequency data during this period. If the states had been overdrawing excessively at this point of time, the frequency profile would have been much worse,” he pointed out.

“Therefore, the contention of some agencies that the grid collapse was on account of overdrawing by some states is not correct. In fact, the overloading conditions in the past have been much severe than which were observed on these two days,” he added.

He said that the Northern Regional Load Dispatch Centre (NRLDC) did not convey any messages to the Haryana State Load Dispatch Centre (SLDC) July 31 over alleged overdrawing.

“It is strange that when the frequency was near 50 Hz, the grid collapsed yesterday. Therefore, the reason for the collapse of the grid lies somewhere else and needs to be identified,” he said.

He added that for the months of May, June and July, the overdrawing by Haryana power utilities was only 8.09 percent of its total consumption.
