Malappuram: The survey of the 75 acre land to be transferred for starting English and Foreign Languages University [EFLU] campus at Malappuram was completed yesterday. The land is part of Panakkad Industrial Park and the survey report by INKED [a joint venture of Infrastructures Kerala Ltd (INKEL) and the Kerala State Industries Development Corporation (KSIDC)] will be submitted to INKEL today for its approval.
INKEL is expected to revert back with its approval of the land survey report along with a written agreement to KSIDC tomorrow. KSIDC would then submit the documents required for land transfer to the Kerala Educational department and it is the Educational department who would then have to transfer the land to EFLU.

The Educational ministry is planning to carry out the land transfer by the first week of January and the function will be attended by Chief Minister Oommen Chandy.
Earlier there were reports that the lax behaviour of state revenue and finance ministries may lead to shifting of the proposed campus to another location in Andhra Pradesh.
Since then Union minister of State for External Affairs from Kerala, E Ahmed and state Education Minister, PK Abduu Rabb talked to EFLU Vice Chancellor Sunaina Singh and ensured some immediate actions from the state government.
There were fears that the proposed fund of 125 Crore rupees allocated for the off campus centre of EFLU in the 12th Five Year Plan might lapse if not utilized by March, 2013.
Indian Union Muslim League [IUML], a major ruling ally of the UDF government in the state considers this project a matter of pride and hence they became proactive for ‘timely’ actions.
The proposed campus will be about 6 km from the Malappuram town. Earlier the state ministerial level meeting had made it clear that it is the Educational Department which will have to carry out the works for road, electricity and drinking water to the proposed campus.
The 25 acre land close to the campus and part of the INKEL growth city project will be developed into a common facility centre to which the EFLU campus too will have complete access along with other Edu-Health projects to be built within the Panakkad Industrial Park [having a total of 243 acre lands including the 75 acres allotted to the EFLU campus]. That way, EFLU will have access to almost every common spaces and facilities to be built with in this 243 acre land of the Industrial park in future.
It is expected that this academic year, the off campus will start functioning with few courses in a temporary building and will turn into a full-fledged campus within next five years.
The state school art festival begins on January 14 at Malappuram, and so it is expected that the Educational Ministry would ensure the land transfer prior to this date. Immediately after the land transfer, works for setting up a temporary campus would take place and initially the courses will be for Persian and Arabic languages only.
Once the campus becomes full-fledged, it is expected to cater to higher studies and research facilities in 13 languages. 3000 students will have the opportunity to enroll into these courses and 25 percent seats will be reserved for foreign students. The rest of the seats will be filled according to the Central University guidelines.
