“Media reports on Dec 4 said that two minors named Radha Mishra and Munna, aged nine and 12, respectively, were held by the police Nov 14 after a person alleged that the two stole a bag from his car. The kids, the owner said, were seen hovering around the car and he beat them up before handing them over to the police,” an NHRC official said.

The police reportedly took the children to the Jhundpura police post in Noida sector 11 and after allegedly beating them, tied their hands with a rope and hung them from the ceiling fan.

“However, the car owner later discovered that his bag was in the car itself. This is a serious violation of human rights. And keeping this in mind, the commission has sent a notice to the senior superintendent of police of the Gautambudh Nagar of Uttar Pradesh, asking them for a factual report on the incident in four weeks time,” the official added.
