According to media reports on Dec 4, two minors named Radha Mishra and Munna, aged nine and 12, respectively, were held by the Noida police Nov 14 after a contractor alleged that the two stole a bag from his car.

“The kids, the owner said, were seen hovering around the car and he beat them up before handing them over to the police. The children were reportedly taken by police to the Jhundpura police post in Noida sector 11 and after allegedly beating them, tied their hands with a rope and hung them from the ceiling fan ,” a NHRC official said.

“However, the car owner later discovered that his bag was in the car itself. This is a serious violation of human rights,” the official added.

The commission issued a notice to Senior Superintendent of Police of Gautambudh Nagar (Noida) seeking a factual report of the incident within four weeks.
