    MINISTER OF THE STATE IN THE MINISTRY OF YOUTH AFFAIRS AND SPORTS (SHRI PRATIK PRAKASHBAPU PATIL)

    (a) to (c): Assistance to individual sportspersons is provided under two schemes of the Ministry viz. Scheme of National Sports Development Fund (NSDF) and Scheme of Talent Search & Training (TS&T). Under NSDF, elite athletes, who have medal winning prospects in Olympics, Commonwealth Games, Asian Games and other important international competitions, are selected for financial assistance from NSDF. The assistance is given for their customized training, both in India and abroad, to prepare them for winning medals at international events. Under the Scheme of TS&T, assistance is provided to promising sportspersons for training and training-cum-competitions in India and abroad, for purchase of equipment and for scientific support. Assistance under these Schemes is provided to sportspersons in terms of their sports credentials and there is no state-wise target. Details about number of sportspersons discipline-wise assisted during last three years under the Scheme of NSDF and TS&T are given in the Annexure-I & II, respectively.

    (d) The Ministry does not maintain data about the number of sportspersons provided Government jobs.

As per reports received from State Government, most of the units are functional except few units in States like Orissa and Kerala. 68 number of handloom co- operative societies are non functional in Kerala, and 733 co-operative societies are non functional in the State of Orissa.

    (c) & (d): Textiles exports including handlooms declined by 5.45% during 2008-09 on account of global recession. However, from last quarter, report of resurgence in textile exports, is reported on month to month basis.

    (a): Yes, Madam. Consumption of contaminated water causes water-borne diseases such as Acute Diarrhoeal Diseases, Cholera, Typhoid and Viral Hepatitis.

    (b): The number of deaths reported State-wise on account of Acute Diarrhoeal Diseases, Cholera, Typhoid and Viral Hepatitis for the years 2008 and 2009,is given in Annexure.

    (c) & (d): Provision of safe drinking water is the main strategy for controlling/minimizing deaths caused due to contaminated water. The responsibility for providing safe drinking water lies with the State Governments. However, the Department of Drinking Water Supply under the Ministry of Rural Development assists the State Governments in supplying safe drinking water under the National Rural Drinking Water Programme (NRDWP). Besides, the Department of Drinking Water Supply has also launched the Rural Drinking Water Quality Monitoring and Surveillance Programme to educate rural communities regarding safe and clean drinking water and carry out tests to determine the quality of drinking water.

    National Centre for Disease Control(NCDC) under Ministry of Health and Family Welfare issues technical guidelines from time to time to the State Governments on prevention and control of water-borne diseases and helps them in carrying out investigation of outbreaks of such diseases under the Integrated Disease Surveillance Project (IDSP).

    (e): As per the information available, the allocation and utilisation of funds for supply of safe drinking water under the National Rural Drinking Water Programme(NRDWP) and for early detection of and rapid response to outbreaks of diseases including water-borne diseases under IDSP for 2008-09 and 2009-10 are given below:-

    (a) & (b): Yes, Madam. The Central Government has been fixing uniform price for sugarcane linked to a basic recovery rate throughout the country. This practice has been followed on the basis of recommendations of the Mahajan Committee in 1998 and an Expert Group in 2004.

    (c),(d)&(e): The Fair and Remunerative Price (FRP) for sugarcane is fixed by the Central Government on the basis of criteria laid down in Clause 3(1) of the Sugarcane (Control) Order, 1966, which, inter alia, include the price at which sugar produced from sugarcane is sold by sugar producers as also margins on account of profit and risk to the farmers.

    (a) & (b) Yes, Sir. World Bank has expressed its concern over the slow progress in four packages from Uttar Pradesh / Bihar Border to Muzaffarpur on NH-28 in the State of Bihar and one package from Ayodhya to Gorakhpur on NH-28 in the state of Uttar Pradesh under World Bank aided Lucknow-Muzaffarpur National Highway Project (LMNHP). The observations of the World Bank were mainly relating to poor performance of contractors and inadequate safety arrangements at site.

    (c) to (e) A detailed time bound action plan was drawn up with World Bank to adequately address the concerns of the World Bank and enable early completion of the project including restructuring of the loan de-linking four packages located in Bihar. The Government is already seized of the various issues relating to roads sector including capacity building. The National Institute for Training of Highway Engineers (NITHE), under the aegis of this Ministry has trained over 17,985 Highway Engineers since 2001. Further, B.K. Chaturvedi Committee appointed by the Government has made wide ranging recommendations on some issues concerning speedy implementation of National Highways Development Projects.

    (d) the benefits likely to be accrued to the Government and the common man as a result thereof ;

    STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF THE LOK SABHA STARRED QUESTION NO. 218 BY PROF. (DR.) RANJAN PRASAD YADAV AND SHRI SYED SHAHNAWAZ HUSSAIN TO BE ANSWERED ON 11TH MARCH, 2010 REGARDING LAUNCHING OF TRANSLUCENT LPG GAS CYLINDERS.

    (a) & (b) : Government has conveyed “in principle” approval to the Public Sector Oil Marketing Companies (OMCs) for expanding the product line by way of introduction of composite (translucent fiber glass) cylinders for marketing domestic LPG, subject to there being no subsidy element in the LPG to be marketed through these composite cylinders. Initially, it is planned to be launched as a pilot in Bangalore, Chennai, Mumbai & Pune. At present, there is no plan for launching the composite cylinder in the State of Bihar. However, if successful, translucent LPG cylinders will be launched throughout the country.

    (c) & (d) : Global tender for procurement of translucent LPG cylinders has been invited by OMCs which is under evaluation. Only after finalization of the tender and placement of purchase order, the cost of the proposed translucent fiber glass cylinders will be known. However, these cylinders are being introduced in selected markets as a separate package and not as replacement of existing cylinders. The composite cylinders are translucent and will show the level of LPG present in the cylinder. Handling of these cylinders would be easier as they are lighter in weight than steel cylinders.

    (e) & (f) : At present, there is no proposal for introducing composite cylinders for marketing LPG for commercial purposes.

    STATEMENT TO BE LAID ON THE TABLE OF THE LOK SABHA IN RESPECT OF PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 254 FOR 15TH MARCH, 2010 REGARDING “INCREASE IN TELE-DENSITY”.

    (a) & (b) Yes, Madam. The license area wise tele-density of the country for the last three years and the current year is given in the Annexure.

    (c) & (d) The country’s tele-density is 49.52% as on 31.01.2010 compared to world’s tele-density of 84.80% as on 31.12.2009 (latest available).

    (e) The following steps are taken/being taken by the Government to increase the tele-density in the country:-

    1. Bharat Sanchar Nigam Limited (BSNL) has planned to provide 180 lakh connections of GSM Mobile during this financial year and 200 lakh GSM Mobile connections during 2010-11.

    2. BSNL has deployed Wireless in Local Loop (WLL) network in rural areas to meet the demand of scattered and far-flung rural areas where connection of telephone is not techno-commercially feasible on landlines.

    3. BSNL has deployed its mobile network on national highways, important towns, pilgrim centers and state highways. BSNL plans to cover villages having population more than 1000 by mobile services progressively in next three years.

    4. The GSM network in MTNL Delhi & Mumbai has been planned to be further expanded by 2 million each (including 7.5 lakh 3G lines).

    5. MTNL has already launched 3G GSM services in Delhi & Mumbai for which a capacity of 2.5 lakh has been installed each at Delhi & Mumbai.

    6. The Government is issuing new Access Service Licenses from time to time. Presently, there are 281 Access Service Licensees in the country with 12-14 Access Licenses in each service area. Besides, the Government has also issued permission for usage of dual technology spectrum under the existing access service licenses.

    7. Support is being provided from Universal Service Obligation Fund (USOF) for provisioning of Rural Direct Exchange Lines (RDELs) in all the 1685 net cost positive Short Distance Charging Areas (SDCAs).

    8. A scheme was launched by USO Fund to provide subsidy support for setting up and managing 7871(revised to 7387) number of infrastructure sites (towers) in 500 districts spread over 27 states for provision of mobile services in the specified rural and remote areas, where there is no existing fixed wireless or mobile coverage. As on 31.01.2010, 7020 towers, i.e., about 95% have been set up under this scheme.

    9. In addition to the efforts made by BSNL and MTNL, the private operators are also offering their services to meet the demand for telephone.

    STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. 315 TO BE ANSWERED IN THE LOK SABHA ON 16.04.2010 REGARDING RESETTLEMENT AND REHABILITATION POLICY IN POWER PROJECTS.

    (a): Ministry of Rural Development (Department of Land Resources) have formulated a National Rehabilitation and Resettlement Policy 2007 vide F.No. 26011/4/2007-LRD and published in the Gazette of India, extraordinary Part 1, Section 1 dated 31st October, 2007, which under para 7.13.1 includes the necessary provision for providing employment to the affected family.

    (b): The provisions related to providing employment to the project affected people as stipulated in Clause 7.13.1 read as under:-

    In case of a project involving land acquisition on behalf of a requiring body.-

    (i) the requiring body shall give preference to the affected families – at least one person per nuclear family – in providing employment in the project, subject to the availability of vacancies and suitability of the affected person for the employment;

    (ii) wherever necessary, the requiring body shall arrange for training of the affected persons, so as to enable such persons to take on suitable jobs;

    (iii) the requiring body shall offer scholarships and other skill development opportunities to the eligible persons from the affected families as per the criteria as may be fixed by the appropriate Government;

    (iv) the requiring body shall give preference to the affected persons or their groups or cooperatives in the allotment of outsourced contracts, shops or other economic opportunities coming up in or around the project site, and

    (v) the requiring body shall give preference to willing landless labourers and unemployed affected persons while engaging labour in the project during the construction phase.

    (c) & (d): An agreement dated 15.02.1986 was signed between the then Govt. of Bihar (at that time Jharkhand was part of Bihar) and NTPC, Kahalgaon STPP. NTPC has taken action as per the provisions of agreement in regard to Kahalgaon project. Based on availability of vacancies, all the unskilled categories have been filled up from among the Project Affected Families (PAFs) and preference has been given in skilled jobs to affected families as per the agreement.

    The details and present status of implementation are as under:

    # Employment provided to PAFs in unskilled category : 112 nos.

    # Employment provided to PAFs in skilled category : 188 nos.

    Total : 300 nos.

    # Offer for employment issued to PAFs on : 101 nos.

    Further, NTPC has taken following actions for gainful engagement of local people/displaced persons to the extent possible:

    # 125 PAF agencies are working in the plant horticulture, road repair and MGR related works.

    # 06 cooperative societies formed by PAFs comprising of 163 PAFs are working in NTPC, Kahalgaon.

    # 19 shops are allotted to PAFs in Township area of NTPC, Kahalgaon.

    (e): Constitution of National Monitoring Committee has been envisaged in the National R&R Policy for reviewing and monitoring the progress of implementation of rehabilitation and resettlement schemes or plans relating to all cases to which this policy applies.

    (a): Available inputs indicate that Pak based terrorist groups, primarily the Lashkar-e- Taiba (LeT), are making concerted efforts to organize terrorist attacks in various parts of the country, inter-alia, including iconic institutions, prominent Industrial installations, tourist locations, etc.

    (b): Some of the prominent groups which pose a serious threat, inter-alia,
    include Lashkar-e-Taiba(LeT), Jaish-e-Mohammed (JeM), Hizbul-Mujahideen (HM), Harkat-ul- Jehad-e-Islami (HUJI)/Harkat-ul-Mujahideen (HuM), AI Badr, Babbar Khalsa International(BKI), Khalistan Zindabad Force (KZF), Khalistan Commando Force, International Sikh Youth Federation (ISYF), United Liberation Front of Assam(ULFA), Communist Party of India (Maoist), all its formations and front organisations, etc. There is also another organization, the Indian Mujahideen.

    (c) & (d): The Government continues to be alert to these threats and recalibrates its measures to combat terrorism by way of reviewing threat perceptions and a number of important decisions and measures have been taken, which interalia, include augmenting the strength of Central Para-Military Forces; effective border management through border fencing, flood lighting, deployment of surveillance equipment; legally enabling deployment of CISF in joint venture and private industrial undertakings; establishment of NSG hubs at Chennai, Kolkata, Hyderabad and Mumbai; tighter immigration control, etc. The Unlawful Activities(Prevention) Act, 1967 (UAPA) has been amended and notified in 2008 to strengthen the punitive measures to combat terrorism. The National Investigation Agency has been constituted under the National Investigation Agency Act, 2008 to investigate and prosecute offences under the Acts specified in the Schedule, which, inter-alia, includes offences under UAPA. The Multi-Agency Centre has been strengthened and re-organized to enable it to function on 24×7 basis for real time collation and sharing of intelligence with other intelligence and security agencies.

    Intelligence inputs are also shared with the concerned States through the established mechanism, which ensures close coordination and sharing of intelligence and seamless flow of information between the State and the Central security and law enforcement agency. This has resulted in busting of terrorist modules and a number of possible terrorist attacks have been averted.

    (a) to (b): As per the study got conducted by the Ministry of Food Processing Industries (MFPI), 312 food testing laboratories are functioning in Public and Private sector in the country. State-wise details are at Annexure- I. The study observed that only few laboratories are fully equipped to cater to the domestic regulatory testing and export testing needs of the industry.

    (c) to (d): Although MFPI does not set up food testing laboratories on its own, it provides financial assistance for setting up/ up-gradation of food testing laboratories under its Plan Scheme to various stakeholders such as Central/State Government organizations IITs, Universities, private sector organizations. The schemes operated by MFPI are not State specific. At the moment there is no proposal to set up food testing laboratories pending for the state of Bihar.The proposals received from States and other stakeholders for setting up/up-gradation of food testing laboratories are considered as per guidelines of this Ministry. During the 11th Plan, MFPI has a target to set up/ upgrade 74 food testing labs in the country.

    (e): An amount of Rs. 18.70 crore was spent during the last three years for setting up/ upgradation of food testing laboratories. During the current year an amount of Rs.5.48 crore has been spent so far.

The law is also proposed to be used to bring about systemic reforms in the Public Distribution System (PDS).

    MINISTER OF STATE OF THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI KRISHNA TIRATH)

    (a) Nutrition status of women is estimated by the Body Mass Index (BMI) which is based on height and weight measurements. As per the latest National Family Health Survey (NFHS-3), 2005-06, 35.6% of women (between 15-49 yrs) in the country and 45.1% in Bihar, have BMI below 18.5 indicating chronic energy deficiency. The percentage of children below five years of age who are underweight is 42.5% in the country and 55.9% in Bihar. State-wise prevalence of undernutrition in women and children in descending order is at Annex I & II respectively.

    (b) The problem of malnutrition is multi-dimensional and multi-sectoral in nature. Government is implementing several schemes which have an impact on the nutritional status of the people. The Integrated Child Development Services (ICDS) Scheme is being implemented by Ministry of Women and Child Development through State Governments/UT Administrations. The scheme provides a package of six services, namely supplementary nutrition, pre-school non-formal education, nutrition & health education, immunization, health check-up and referral services. Three of the six services namely immunization, health check up and referral services are delivered through the public health system of Ministry of Health & Family Welfare. The Government has recently taken various steps which include universalisation of the scheme with special focus on SC/ST and minority habitations, revision in cost norms as well as the Nutritional and Feeding norms of the Supplementary Nutrition component of ICDS. In addition, Government has introduced provision of flexi fund at Anganwadi centre level and new World Health Organisation (WHO) Growth Standards for growth monitoring. Besides the ICDS programme, Government is implementing a number of other schemes throughout the country, which directly or indirectly affect the nutritional status of women and children. Some of these are as follows:

    (i) Reproductive & Child Health Programme under the National Rural Health Mission being implemented by the Ministry of Health & Family Welfare has interventions which include Janani Suraksha Yojana (JSY) to promote institutional deliveries; Immunization; Integrated Management of Neonatal and Childhood Illness; Specific Programmes to prevent and combat micronutrient deficiencies of Vitamin A and Iron & Folic Acid through Vitamin A Supplementation for children till the age of 5 years and Iron & Folic acid Supplementation for infants, preschool children, adolescent girls, pregnant and lactating women; Iodised salt is being provided for combating Iodine Deficiency Disorders.

    (ii) Mid-Day meal programme of Department of School Education and Literacy.

    (iii) Nutrition Programme for Adolescent Girls and Kishori Shakti Yojna of Ministry of Women and Child Development,

    (iv) Availability of essential food items at subsidized cost through Targeted Public Distribution System and Antodaya Anna Yojna by Department of Food and Consumer Affairs.

    (v) Provision of safe water supply and sanitation under the Total Sanitation Campaign of Ministry of Rural Development etc.

As an outcome of the 8th Session of India-China Joint Group on Economic Relations, Trade, Science and Technology (JEG) held on 19th January, 2010 at Ministerial level, a Memorandum of Understanding between India and China on Expansion of Trade and Economic Cooperation was signed. The MoU recognised that a balanced trade is conducive to long term, sustainable and harmonious development of economic cooperation between India and China. According to the MoU, the Chinese side will strive to import as much of its requirement of value added goods from India as possible.

    (d) Certain Chinese exports to India have been placed under restrictions. In public interest DGFT has restricted import of radial tyres for buses/lorries.     (a)&(b)The Central Pollution Control Board (CPCB) and the State Pollution Control Board (SPCBs) are monitoring 468 water resources at 1000 locations along 293 Rivers, 94 Lakes, 9 Tanks, 41 Ponds, 8 Creeks and 23 Canals. The observed values at these locations indicate that Biochemical Oxygen demand (BOD), which is an indicator of organic pollution, exceeds the limit in 32 % cases and Faecal Coliform exceeds the Primary Water Quality Criteria for bathing in 17 % cases. The deterioration in water quality has been observed to be due to the discharge of partially treated or untreated domestic and industrial wastewater from the cities/ towns and industrial estates located in the catchment of these water resources. The CPCB has also attempted to analyse the decadal data of BOD values and has observed that out of total riverine length of the country (45019 km), 67 % of riverine length is relatively clean, 14 % is severely polluted and 19 % is moderately polluted.

    (c) The remedial steps taken to check water pollution include:

    I. Control of industrial pollution under the provision of Water (Prevention and Control of Pollution) Act, 1974 and Environment (Protection) Act, 1986.
    II. Implementation of National River Conservation Plan (NRCP) and National Lake Conservation Plan (NLCP).
    III. A mutually agreed time targeted programme implemented under Corporate Responsibility on Environment Protection (CREP).
    IV. Setting-up of Common Efflue nt Treatment Plants (CETPs) for cluster of Small Scale Industries units.
    V. Promotion of low-waste and no-waste technology.
    VI. Collection and treatment of untreated sewage through Sewage Treatment Plants (STPs).
    VII. Ensuring compliance of effluent standards in 17 categories of highly polluting industries which are discharging their effluents into rivers.

    (a) to (c) The Central Ground Water Board ( CGWB) undertakes monitoring of ground water regime on regional basis through a network of observation wells located throughout the country. Data generated by the CGWB during the course of ground water regime monitoring and various scientific studies have revealed the occurrences of fluoride, arsenic, iron etc., beyond the permissible limit of drinking water standards (BIS 10500). The details are annexed.

    The Central Pollution Control Board (CPCB), during 2002-2006, conducted assessment of ground water quality in metro cities with a view to ascertain groundwater quality with reference to pollution. Ground water samples were collected from twenty five different locations from each metro city and were analyzed for physico-chemical and bacteriological parameters as per the Drinking Water Standards of Bureau of Indian Standards ( BIS) and World Health Organization (WHO).

    Ministry of Urban Development (MoUD) conducted assessment of impact of onsite sanitation systems on ground water and surface water quality. The study was conducted through National Environmental Engineering Research Institute (NEERI) in 10 cities of five States. The report was published in May, 2005.

    Following steps have been taken by the Government to ensure pollution free ground water:

    (i) The CGWB has conducted ground water exploration and field studies in ground water contaminated areas to ascertain the extent of contamination and delineation of contaminant free aquifers in the affected areas. Suitable well designs including utilization of cement sealing techniques have been evolved for construction of fresh water tubewells. Successful tubewells are being handed over to the concerned state agencies for utilization in their water supply schemes.

    (ii) Constitution of Central Ground Water Authority (CGWA) by Central Government for the purposes of regulation and control of ground water management and development.

    (iii) Technical and financial assistance by the Ministry of Rural Development(MoRD), Department of Drinking Water Supply (DWS) to the States under the centrally sponsored National Rural Drinking Water Programme (NRDWP) to supplement the efforts of the States.

    (a) & (b): “Intoxicating liquors” are specifically covered by entry 8 of List II (State List) of the Seventh Schedule to the Constitution of India and the States have the exclusive power to regulate their production, manufacture, possession, transport, purchase and sale. Further, “Police” and “Public Order” being State subjects under the Seventh Schedule to the Constitution of India, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime and for prosecuting the criminals through the machinery of their law enforcement agencies. The Union Government, however, attaches highest importance to the matter of prevention of crime and therefore, has been advising the State Governments and UT Administrations from time to time to give more focused attention to improving the administration of the criminal justice system and take such measures as are necessary for prevention and control of crime.

    ii) Under the Prime Minister Scholarship Scheme, scholarship @ Rs.1500/- pm for girls and Rs.1250/- for boys is being released to the wards of CPMF personnel. Till date more than Rs.2.37 crores has been disbursed to the eligible candidates.

    iii) Six 100 bedded and thirty two 50 bedded composite hospitals have been established.

    iv) Welfare and Rehabilitation Board has been established on 17-05-2007 for the welfare and rehabilitation of CPMF personnel and their families including disabled personnel.

    v) As per Government instructions next of kin of deceased CPMF personnel are entitled for Ex-gratia compensation as under:

    (a) to (c): Yes, Madam. Tasar silk is mainly produced and transacted in Bhagalpur region. The Government of India through the Central Silk Board has established following units in Bhagalpur for providing support for the development of silk in the region:-

    (i) Raw material bank Sub Depot – to provide market support for the tasar cocoon producers.

    (ii) Textile Testing Laboratory to provide quality testing service to the local silk manufacturers.

    (iii) Basic Seed Multiplication-cum-Training Centre to produce and supply quality tasar seed to the tasar cocoon producers in the region.

    (iv) Certification Centre to undertake voluntary quality certification of silk goods meant for exports. This centre is also promoting silk mark which is a quality assurance label for pure silk.

    CSB is presently implementing Centrally Sponsored Scheme viz. “Catalytic Development Programme (CDP) with the assistance of State Governments, covering all the States including Bihar. Under this CDP, an amount of Rs 43.90 lakhs and Rs 171.35 lakhs has been released to Govt. of Bihar for the development of silk industry in Bihar including Bhagalpur during the year 2008-09 and 2009-10 respectively. Under these schemes, 4 Master weavers / Dyers have been sent to Bhagalpur to provide on the spot training to the local weavers / dyers. 34 certified improved handlooms have been supplied to local weavers in Bhagalpur. 5 existing looms have been upgraded with accessories for improving the production.

    The Vanya Silk Market Promotion Cell and Silk Mark Organization of India sponsored by the Central Silk Board are regularly organizing silk expos at all the major metro cities, wherein all types of silk and silk products are being displayed by the silk traders from all parts of India including Bhagalpur. During the year 2009-10, 16 such Silk Expos were organized in the metro cities and during 2010-11 it is planned to organize 17 Expos. Silk Manufacturers from Bhagalpur are participating in these expos regularly.

The committee submitted its report in 2004 and made certain recommendations.

    The composition of the committee is as follows:

    The report of the committee is under consideration in consultation with the concerned Ministries/Departments. No time frame can be fixed for consideration of the demands for inclusion of more languages including Bhojpuri and Rajasthani in he Eighth Schedule.

    (a) to (g): Government favours the active support and involvement of the not-for profit private participation for funding and management of educational institutions subject to reasonable surplus earned being ploughed back into the development of institutions. The 11th Plan document as approved by the National Development Council, also mentions the need to explore private sector initiatives and various forms of public-private-partnerships (PPPs) in the education sector.There is a phenomenal growth in higher education with active participation by private peers.

    Government had recently convened a Round Table on Higher Education on 21st October,2009 to advise on important areas of growth in the education sector including the finances to meet the demands of expansion and quality of higher education. During discussion, it was felt that in the matter of skill development and vocational education, a different model needs to be evolved which grants a greater role to the private sector and where the structural requirements of setting up institutions are far more flexible than that for other higher educational institutions.It was decided that alternative models that provide structural flexibility and financial freedom need to be evolved

    The Right of Children to Free & Compulsory Education Act, 2009, which has become effective from 1.4.2010, provides for Free & Compulsory Education at elementary level.

    (e): The number of engineering colleges in each State/Union Territory is at Annexure.

    (f) For removing regional imbalance, the AICTE has allowed establishment of new Engineering Institutions with at least three conventional branches as a mandatory requirement in the States where the number of seats available in engineering colleges per lakh of population is more than the All India average, whereas in the States where the number of seats available in engineering colleges per lakh of population is less than the all India average, no such restriction is applicable.

    (a) to (e): The Government has introduced Nutrient Based Subsidy Policy in respect of Phosphatic & Potassic fertilizers with effect from 1.4.2010. As per this policy, the Government shall pay subsidy to the manufacturers/importers on DAP, MOP, NPK Complexes (12 grades), MAP, TSP, Ammonium Sulphate (AS) and SSP based on the nutrients contained therein. Though the MRP is being fixed by Companies, the Government has fixed the subsidy under Nutrient Based Subsidy Policy in such a manner that the MRP with effect from 1.4.2010 fixed by companies is near to the earlier level of MRP. A marginal increase of Rs. 30 per bag only has taken place. In case of MOP, no increase has taken place and in case of SSP there is reduction of Rs. 70 per bag. Though prices of fertilizers and fertilizers inputs are found to be volatile in the past, price of Potash for 2010-2011 is annually fixed and accordingly Nutrient Based Subsidy has been announced. After announcement of Nutrient Based Subsidy, price of DAP has not shown increase. In fact, it is either stable or showing declining trend in price. There may not be any apprehension regarding steep rise in farm gate prices during the year 2010-11 as the fertilizer companies have already contracted annual requirements of imports of finished goods/ raw materials at the current level of prices prevailing in the international market.

Base line survey is also being undertaken through external agency to assess the requirement of the community. Fund allocation to the plants is increased from time to time based on the specific needs and requirements of the community, within the ambits of the CSR-CD policy. Accordingly, an enhanced amount of Rs.400 lakhs is allocated to Kahalgaon for utilization during the year 2010-11.

    ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to Constitution of India and therefore, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime and for prosecuting the criminals through the machinery of their law enforcement agencies as also for protecting the life and property of the citizens.

    The Union Government however, impresses upon the State Governments/ UT Administrations from time to time to give more focused attention to the administration of criminal justice system with emphasis on prevention and control of crime.

The new Central Universities have appointed temporary/guest faculty on short-term contract basis to meet their immediate requirements pending constitution of statutory Selection Committees.

    Apart from reminding the Central Universities, directly as well as through the UGC, to fill the vacant posts, the following measures have been taken by the Government/UGC to attract bright young persons to adopt a career in teaching in higher education, thereby meeting the shortage and ensuring that standards of education is not affected on this count:

    # Enhancing rates of Junior and Senior Research Fellowships by about 50%;

    # Strengthening science based education and research in Universities;

    # Disbursement of grant for presentation of research papers in international fora/conferences;

    # Enhancing the quantum of research grant to Universities aimed at encouraging research;

    # Permitting the Universities to engage adjunct/guest faculty to meet the shortfall;

    # Allowing contractual appointments for Faculty,

    # Introducing Bose Fellowship aimed at strengthening research background of the distinguished faculty serving in India;

    # Allowing consultancy charges to be shared by the faculty;

    # Revamping Academic Staff Colleges;

    # Organising summer schools to train teachers; etc.

    (a) whether it has become a difficult task for Indian students going to Australia due to the changes made by Australian Government in the visa rules;

    (c) whether the Indian Government has taken up the issue with Australian Government; and

    (a)&(b): On 08 February 2010, the Australian Government announced an overhaul of its general skilled migration programme. Major reforms of the programme are as follows:

    (i) All offshore General Skilled Migration applications lodged before 1 September, 2007 will be withdrawn. It will affect about 20,000 people (including 2400 from India) who will get refund of their visa application charges.

    (ii) The wide ranging Migration Occupations in Demand List (MODL) stands revoked with immediate effect. In its place, a new and more targeted Skilled Occupations List (SOL) will be developed and reviewed annually. The Critical Skills List introduced in the beginning of 2009 will also be phased out.

    (iii) The points test used to assess migrants will be reviewed to ensure it selects the best and brightest.

    (iv) Certain occupations may be capped to ensure skill needs are met across the board.

    (v) Individual state and territory migration plans will be developed so that they can prioritise skilled migrants of their choice. The new arrangements will give first priority to skilled migrants who are sponsored by an Australian employer. It is going to affect international students who have gone to Australia with the hope of getting permanent residency based on MODL. According to new rules, those international students who hold a vocational, higher education or postgraduate student visa will still be able to apply for a permanent residence visa if their occupation is on the new Skilled Occupations List. If their occupation is not on the new SOL, they will have until 31 December 2012 to apply for a temporary skilled graduate visa on completion of their studies which will enable them to spend up to 18 months in Australia to acquire work experience and seek sponsorship from an employer.

    The changes in migration policy are going to impact all foreign nationals seeking migration to Australia including Indian students.

    (c)&(d): The matter has been taken up with the Australian authorities by the High Commission of India urging them that there should be flexibility in their policies to deal with the applicants who came to Australia before 08 February 2010 and the students affected by the college closures in view of the special circumstances.
