Government to consider views on communal violence bill

New Delhi : The government Saturday said it will “keep in mind the views expressed against the proposed communal violence bill” at the National Integration Council (NIC) meet here while framing the legislation.

Stating that “some chief ministers said a few provisions in the proposed communal violence bill will affect their authority”, union Home Secretary R.K. Singh said: “The government will not disturb the federal structure.”

On the accountability of a police officer in case of communal violence, Singh said that in every bill there is provision of penal action in case of any act of omission or commission.

He said the proposed bill “will have to go through several stages of consultation”.

The proposed communal violence bill intends to prevent and control targeted violence against the Scheduled Castes, the Scheduled Tribes and religious and linguistic minorities.

According to the draft bill prepared by the National Advisory Council (NAC), public servants who omit to exercise authority or fail to prevent offences or act with prejudice shall be guilty of dereliction of duty, with penal consequences.
