New Delhi: National Human Rights Commission (NHRC) has issued notice to the Senior Superintendent of Police (SSP) Moradabad, seeking a report within four weeks on the human rights violations during police-public clash following desecration of Holy Quran on 6th July 2011 at Dingarpur area of the Uttar Pradesh district.
NHRC has issued notice responding to the complaint filed by Association for Protection of Civil Rights (APCR). APCR had complained about violation of human rights and arrest of some teenagers.
On 6th July when the residents of Asalat Nagar Wagha, Dingarpur, Asadpur, Nankar and all the adjacent villages under Mainather police station in Moradabad district were protesting and demanding suspension and arrest of the police officials who had allegedly desecrated Holy Quran during a raid at Asalat Nagar Wagha village, the police opened fire on the protestors. Moradabad DIG was reportedly injured during the incident.
Later the Police arrested 38 persons including some juveniles. Six FIRs were registered against 350 persons u/s 147/148/149/436/332/353/427341/342 I.P.C and 3/4 Prevention of Damage to Public Property Act with 7 Of Criminal Law Amendment Act. All detained including juveniles named Jawed Alam (14 Years), Gulam Rasool (14 Years), Mohd Bilal (16 Years) are still in Moradabad Jail till the date. One juvenile Rehan (14 Years) died in Merut Medical College on 20th October-2011. Rehan had got serious injuries of Police bullet in his lower stomach and was under treatment since 6th July 2011.
Akhlak Ahmad, Secretary, APCR informed that his organization had earlier published a fact finding report and filed a complaint to the National Human Rights Commission. One copy was also sent to the National Commission of Protection of Child Rights (NCPCR), National Commission of Women (NCW), National Commission for Minorities (NCM), Uttar Pradesh Human Rights Commission (UPHRC) and Chief Minister of Uttar Pradesh Miss. Mayawati.
