Guwahati : The Assam Human Rights Commission (AHRC) Friday asked the state government to carry out “an inclusive and effective inquiry” into the incident of firing by security forces at a poll counting centre in Dhubri district Feb 15, killing three people.
A divisional bench of the commission comprising Chairperson Justice Aftab Hussain Saikia sent notice to chief secretary, asking him to get the incident inquired by an officer not below the rank of a commissioner and secretary of the state government.
The commission, which has itself taken cognizance of the incident based on news reports, has also asked the government to submit the report of the inquiry within 45 days.
The AHRC also mentioned that the delay in counting of votes polled at the Hatshingimari poll booth under Mancacher subdivision in the district reportedly sparked the anger of the supporters of the concerning candidates, leading to them pelting stones on security and polling personnel.
The security personnel opened fire to control the mob, leaving two dead at the spot while while another succumbed to his injuries later on, the AHRC said adding that about 11 others, including four police personnel, were also injured during the clash that broke out later.
The mob later vandalized the counting centre and damaged the vehicles of polling officials.
