A total of 42 members were against its tabling while 27 — all of the Aam Aadmi Party — were for it.

“Since 42 members are against the tabling and 27 in favour, the bill will not be tabled,” he said.

Amid chaos, Chief Minister Arvind Kejriwal had earlier tabled the bill in the assembly, triggering more noisy protests.

Law Minister Somnath Bharti had then said the bill had been tabled and that the government would welcome a discussion on it.

Both the Congress and the Bharatiya Janata Party are against tabling the bill citing Lt. Governor Najeeb Jung’s advice to the Delhi assembly not to consider it as it does not have his approval.
