Srinagar: In an attempt to enforce transparency in public offices, J&K government has asked all the District Development Commissioners and Heads of Departments to display vital details about the developmental schemes being implemented through their offices, besides fixing two hours each day for hearing public grievances and two days for conducting tours.
It was reliably learnt that the instructions issued on the directions of Chief Minister by General Administrative Department ‘shall come into force from June 1’ and government has issued clear direction that violation of the instructions on the part of officer will be viewed seriously.
Government has issued a circular to all the concerned mentioning the details to be displayed at every office at conspicuous places for public information, sources told News Agency of Kashmir.
As per the circular all the District Development Commissioners and Heads of Departments implementing developmental schemes, projects and works are asked to display “at conspicuous places on painted walls or erected boards the detailed information in Urdu, Hindi or English indicating all the essential details including name of the Scheme, Agency, Estimated Cost, Date of Commencement/Completion etc. of developmental works/schemes/ projects for information of the general public. The move according to the government is aimed at enforcing transparency in the execution of the developmental process,
Similarly, each district, sub-divisional and block level officer implementing development schemes have also been asked to prominently display at a conspicuous place outside their the complete list of schemes/works under implementation in their areas of jurisdiction during a particular year.
The details should include physical scope, estimated cost, and targeted date of completion and blank columns for displaying physical and financial monthly progress.
The information will preferably be displayed on the outer walls of the office building, the circular directs.
As per another circular, the officers have been asked to exclusively set aside two hours each day for hearing public grievances. In the event of the officer being out on tour the grievances shall be heard by the next senior officer.
The officers have also been asked to maintain a record of the public grievances hearings. “While hearing grievances, officers shall extend due courtesy and show patience and respect to the aggrieved persons so as to inspire public confidence, the circular directs.
