The plan to fight graft between 2008 and 2012 emphasises on building “a clean government” and to “perfect’ a prevention and punishment system.

“The situation is still grim and an arduous task,” according to the plan posted on a government website.

Xinhua News Agency said a focus of the corruption fight was curbing wasteful spending of government money by top guns of state-owned companies.

The plan also sets itself the task of improving the supervision of power inside the communist party.

“The media will be encouraged to provide legal and constructive criticising reports with professional ethics and party officials shall deal with the reports in a proper way,” Xinhua said.
