Observation Report about Muslims in Lok Sabha Election 2009

A brief study of data available at website of Election Commission of India has been made by week ending 11th April 2009 to observe the scope of Indian Muslim’s position in Lok Sabha election 2009. During the study it was found that still data about all constituencies are not available, and Muslims have filed their nomination at 128 constituencies in 16 states. So the study is based upon only 128 constituencies of 16 states.

Objectives
The basic objectives of the observation has been –
1. To let Indian Muslims aim winning 100 Lok Sabha seats in General Election 2009.
2. To avoid division of votes among Muslim candidates which otherwise allows other community win the election despite having good number of Muslim voters.
3. To find scope for Indian Muslims to have maximum representation in political parties which are expected to rule the nation in coalition after election.
4. To observe the attitude of different political parties about empowering Indian Muslims by allowing Muslims contest Lok Sabha Election 2009
5. To ensure that Indian Muslims would have relative share in forming political alliances or coalition government after election because chances are there that no political party is going to get absolute majority. In that case even individuals may play vital role in formation of next central Government.

Observation Method
The data posted on website of Election commission of India were studied to find status of Indian Muslims in Lok Sabha Election 2009. During study, the focus of observation was to find which constituencies have Muslim candidates from different political parties or as independent. Since data at website were incomplete, we could find Muslim candidates filed their nominations at only 128 constituencies from 16 states. So the whole study in based on these 128 constituencies instead of all constituencies.

Observation Report:
During the observation it was found that out of 128 constituencies, Muslims have filed 154 nominations as independent. Bahujan Samaj Party (BSP) has given maximum 26 seats to Muslims, followed by Indian National Congress (INC) and Samajwadi Party (SP) with 12 and 10 seats. The number of independent candidates and top 32 political parties with number of Muslim candidates are mentioned in the following table.

During the study it was observed that among all political parties BSP has taken the lead to file Muslim candidates. The INC along with present alliance do not compete BSP. Similarly the probable third or fourth front does not compete to BSP. If BSP join alliance led by INC or third front, Muslims will be in better position, condition they support BSP. Otherwise, if Muslims prefer other parties, their position may be weaker after election.

In some Muslim concentrated constituencies; SP which is quite popular among Muslims for their secularism has either supported non Muslims candidates or Muslims for name sake only. Examples could be Jayaprada from Rampur and Nafisa Ali from Lucknow. Similarly there is conflict among Muslim candidates filed nominations from different secular parties.

Resolution:

After observation it is reported to find that at present Muslims should have following level of priorities for political parties in Lok Sabha Election 2009. During observation, it was also found that many Muslim concentrated constituencies are reserved for SCs or STs which is unfair. In most of Muslim concentrated constituencies, there are more than one Muslim candidate increasing the probability for division of Muslim votes and allowing non Muslims to win seats form those constituencies. Even in some Muslim concentrated constituencies where just one Muslim candidate from political party has filed nomination, other independent Muslim has filed nomination which may further divide the Muslim votes. In some constituencies Muslim candidates have filed their nominations just as independent because no political party gave ticket to Muslims from those constituencies.

After observation it is suggested that Muslims should have clear policy to
Vote for Muslims against Non Muslims in all constituencies to enable Muslims win maximum Lok Sabah Seats.

Vote for Independent Muslim if no political party has Muslim candidate in a particular constituency and any Muslim has filed nomination as independent candidate.

In case of choosing candidates among different political parties the Muslims need to vote with following priority list.

Conclusion:

Hope that Indian Muslims would understand that this election is about electing candidates for Lok Sabha to form central Government, and not local government; thus they have to ensure that the candidates they vote for should have vital role to play in forming next government in the centre and may not just going to win the election and sit in opposition or as idle member of parliament. Thus considering these facts, even some active and genuine candidates may need to loose Muslim Votes and unwanted candidates may need Muslim’s support to empower Muslims community in central Government.
