Muslim MPs spent just 17% of constituency fund in 2009-10

In another shameful revelation, Muslim Members of Indian Parliament have been found doing very little for the people of their constituencies. The Muslim Members of Lok Sabha, the Lower House of Indian Parliament, spent just 16.86% of the annual central government fund for their constituencies in the year 2009-2010.
After exposing before the nation and the community the poor floor performance of Muslim parliamentarians, TwoCircles.net, again first news media to do so, is now going to reveal truth about the performance of these MPs in their respective constituencies. Are Muslim MPs fully utilizing the annual central government fund under the Member of Parliament Local Area Development Scheme (MPLADS)? Let’s have a look at the performance of Muslim Lok Sabha Members first.

For the year 2009-10, a huge sum of Rs 67 crore was released for 30 Lok Sabha constituencies currently represented by Muslim MPs in the country. But they spent only Rs 11.3 crore that is 16.86% of the total fund released.
The data has been provided by the Union Ministry of Statistics and Programme Implementation, the nodal Ministry responsible for policy formulation, release of funds and monitoring the implementation of the MPLADS.
We have already exposed how shameful is their performance on the floor of the Lok Sabha. Since the current 15th Lok Sabha was formed last year after the May elections, we have analyzed their performance in last three sessions – Session July-Aug 2009, Session Nov-Dec 2009 and Session Feb-May 2010 – and found most of them sitting as silent onlookers in the House where issues of people’s interest are discussed. Majority of them did not ask any question in all three sessions.
Under the MPLAD scheme, each MP (Lok Sabha and Rajya Sabha) has power to suggest to the District Collector for works to the tune of Rs.2 crore per annum to be taken up in his/her constituency. The scheme was started in 1993 with Rs 5 lakh for each MP, later it was increased to Rs 1 crore (1994-95 till 1997-98). From 1998-99 onwards the amount has been fixed at Rs 2 crore.
The MPLAD scheme empowers MPs to recommend works of developmental nature for creation of durable community assets and for provision of basic facilities including community infrastructure, based on locally felt needs. Funds for MPLADS, a centrally sponsored scheme fully funded by the Central Government, are released in the form of Grants-in-aid directly to the District Authorities.
According to the rules, works, developmental in nature, based on locally felt needs and always available for the use of the public at large, are eligible under the scheme. Preference under the scheme is given to works relating to national priorities, such as provision of drinking water, public health, education, sanitation, roads, etc. moreover, MPLADS works can be implemented in areas affected by natural calamities like, floods, cyclone, earthquake, drought, Tsunami, etc.
Here arises the million-dollar question: Don’t the Lok Sabha constituencies of Muslim MPs need any of the abovementioned eligible works? Indeed, they need, because most of the Muslim MPs represent areas which lack basic civic amenities like drinking water, health, education, sanitation and roads. But it is their representatives who are just sitting on the funds meant for them.
Now let’s dig into the individual performance of these Muslim Lok Sabha MPs under MPLAD scheme.
There are presently 30 Muslim Lok Sabha MPs. Nine out of these 30 MPs have performed zero as they did not spend even a penny under MPLAD scheme in 2009-2010. These respected MPs are: Shahnawaz Hussain (BJP), Bhagalpur; Smail Hussain Khan (Cong), Barpeta; Sharifuddin Sharriq (National Conference), Baramullah; Farooq Abdullah (National Conference), Srinagar; Shafiqur Rahman Barq (BSP), Sambhal; Mohd Azharuddin (Cong), Moradabad; Asaduddin Owaisi (Majlis Ittehadul Muslimeen), Hyderabad; MI Shanavas (Cong), Wayanad; ET Mohammed Basheer (Muslim League), Ponnani.
One name among the zero performers may surprise many. He is Asaduddin Owaisi from Hyderabad. The best performer among Muslim Lok Sabha MPs on the floor of the House in last three sessions Owaisi has not spent a rupee from the fund in 2009-10.
The best performer of all 30 MPs is Abdul Rahman (DMK) from Vellore Lok Sabha constituency in Tamil Nadu. A sum of Rs 3 crore was released by the government for his constituency. He recommended works worth Rs 2.40 crore, out of which Rs 2.21 crore was sanctioned and actually Rs 1.75 crore was spent (58.33% of the released amount). The sum of Rs 1.25 crore is lying with the district administration as unspent balance. He is followed by Monazir Hassan (JD-U) from Begusarai constituency in Bihar. The percentage of his performance is 45.33%. Out of Rs 3 crore released to his constituency he could spent only Rs 1.36 crore. At No. 3 is JM Aron Rashee (41.50%) of Congress from Theni Lok Sabha constituency in Tamil Nadu. Out of Rs 2 crore he spent Rs 0.83 crore.

However, no Muslim MPs is in the top three performers in nine states/union territories which have more than one Muslim MPs except J&K where Hasan Khan is top performer with 24.67%. Here it should be noted that out of 6 LS MPs from J&K 4 are Muslims.

kerala MPs very shameful
hai Muslim MPs and especially from Kerala, it is utmost shameful from your part to keep the amount unspend. As the community is expecting very high from your part and it is their urgent needs to solve the problems and necessities you must act. Though the muslim population in kerala is 26% (we expected to have at least five Members from the state) you are only three and all are efficient. so come forward and do some thing for the state, community and the nation.

A Clear Evidence Why Muslims are Backwards
It is shame to know that these MPs are not interested from the National Fund for the betterment of their people. Most of the Muslim MPs may be elected from the Muslim populated area. And it shows that their MP is not interested in the progress of these people.
Do not elect them in the next election. Start campaign against them now. Forward this message to them, if you can.

This data should be provided to the Urdu press as well so that the average people also know about the actions of muslim MPs and force them to start performing
All politcians are same
Hi,
If u take the pain to display the achievemet of hindu or christian mp, it will be same. Politicians in india are a caste by itself. They are interested in perpetuating their power and wealth at the cost of anything.
Society has to work towards its own rejunevation without expecting much from these corrupt politicans. I am including all.
Muslim Leaders Aspecting from Goverment only?
To know these facts that more than 30crores are lost or not used due negligence of our Leader who are putting their all effort to build a single Hajj hose and do small works by meeting PM,CMS,etc. If they plan and implement their own money and capacity to overcome on community issue they can do more , how can people remember these Muslim leaders as real leader like MAULANA ABULKALAM AZAD OR MIR ZAFER type Leaders means QUAM PARAST or GADDARE WATAN they have to decide, First things to use own recourse which is not done or accepted by Muslims. If we use own resource we can do more rather than to see government to help us. When Muslims will wake up??????????? , What Muslim leaders are doing their victims are Muslims one example is KISHANGANJ district of Bihar with lowest literacy rate in India and highest Muslim populated district.

The report is disgraceful. They have not done their duty to spend!
One wonders whether this malaise is typical of Muslim MPs only or is it a pandemics of our parliament. I suggest that TCN on behalf of the readers ask these MPs to explain this lapse. Id it that they did not find alucrative projects in which they could get a hefty kickback ?

Tab hee to main kehta hoon., There need not be even 1 (one) Muslim MP in Lok Sabha and Rajya Sabha. People with Muslim Names are not enough to solve the issues pertaining to India's 2nd Majority ! You need good people. Indian Muslim Leadership should be in the hands of people like : Harsh Mandar, Mallika Sarabhai, Nitya Ramakrishnan, Indira Jaisingh, Nivedita Menon, Arundhati Roy, Vir Sanghvi,Vinod Mehta, Rajdeep Sardesai etc.
The moment you look for leaders with Muslim names, you have crooks, like the names given above. What a shame. They couldnt utilise even their Devp. Fund.
But then for Muslims, an iftar party, a skull cap, a mushaira., and a verse in Urdu are enough + of course., the Haj ! Itna kaafi hai musalmaanon ko behlaane ke liye. Real issues par to baat hoti hee nahin !
