13 Kashmiri students reinstated by Rohtak College

They were earlier expelled as the MHRD has not released the scholarship money.

Srinagar: Thirteen students from Jammu and Kashmir, who were earlier expelled from the Rohtak Institute of Engineering and Management (RIEM) in Haryana have been allowed to resume the regular classes work from Monday.

The College management has, however, asked the students to manage their own accommodation.

These 13 students were apparently selected for the Prime Ministers Special Scholarship Scheme (PMSSS), a centrally sponsored scheme for J&K students who wish to pursue studies outside the state. The college expelled them earlier this month due to the non-payment of college dues as the HRD Ministry is not paying their fee as promised under PMSSS.

“Yes, we have allowed the students keeping their future in mind but they won’t be allowed in hostel until MHRD Ministry pays their fees. They need to arrange food and accommodation on their own,” Dr Kishor Chawla, Director of the Rohtak Institute of Engineering and Management (RIEM), told Twocircles.net.

These students will appear in the end semester examinations later this month but the prevailing uncertainty over the issue both from Central Government to College authorities are adding to their already continuing woes.

Nasir Sofi, resident of District Budgam, one of the expelled Engineering student told TwoCircles.net that they are not able to concentrate properly on their studies following the confusion for last two months over non-payment of fee as promised under the PMSSS that has caused mental agony to them.

“The trauma began on March 10 when we were expelled from hostel and later this month from college. As of now, Director has permitted us to attend the classes but syllabus is almost complete and our examination date sheet is,” Sofi told TCN, adding that they have already written letters to Prime Minister, HRD Ministry and Chief Minister of Jammu & Kashmir for quick redressal of their demands.

Another expelled Student, Shahnaz Rasheed from District Kupwara, while speaking to TwociIrcles.net, expressed his frustrations over continuing confusion.

“After expulsion from college we all 13 students rented a flat in Prem Nagar Locality of Rohtak City. We have to pay Rs 14000 as monthly rent and spend a huge sum on food which is quite unfeasible for us as we belong to poor families,” he said.

Meanwhile, Jammu and Kashmir Government is likely to covey a meeting next week with the Ministry of Human Resource Development regarding continuous surge in expulsion of Kashmiri Students from colleges across India due to refusal of MHRD to release the scholarship money.

It is pertinent to mention here that, Prime Minister Special Scholarship Scheme (PMSSS) was launched by UPA-II after the 2010 massive uprising, as an effort to help Kashmiri students in getting admissions in reputed colleges of India.

The scheme since its inception has been riddled in several scams, with almost not transparency and inclusion of several mediators and NGOs led to massive embezzlement of funds meant for scholarship of selected students.
