“Certificates that determine a person’s caste or qualifications are available for Rs.500 to Rs.5,000,” a police official said on condition of anonymity.

Last month, the state’s Scheduled Caste Welfare Department found that a few students had submitted fake certificates to obtain scholarships. It sent the documents to sub-divisional magistrates for verification and found that 24 of the 35 certificates were forged.
