Speaking on the occasion, the newly elected president Ghulam Hassan Kaloo said that amendment in service rules is a long pending demand of the employees of the Horticulture department. He said that DPC quota in the old service rules for promotion from grading/marketing inspector to Assistant Grading and Marketing Officer is only 40% whereas direct recruitment quota is 60% which is leading to stagnation among the employees.
Kaloo said that when old rules were framed there were only 22 grading/marketing inspectors whereas now the strength has risen to 99 and the AGMOs are only 36.
This strength of inspectors is going to rise with creation of vacancies for the new districts, he said adding that this will lead to further stagnation in the department with various officers
working on the same post for last more than 20 to 30 years.
He also demanded removal of pay anomalies and vowed that they will take up the matter with the government till their demands are conceded.
Nazir Ahmed Mir, president J&K Civil Secretariat Employees Union extended full support to their genuine and long pending demands and said that he would also take up the issue with concerned authorities.
