HC annuls appointment of Urdu teachers

Allahabad : In a judgement pronounced Friday the Allahabad High Court termed the previous Mulayam Singh Yadav government’s appointment of 13,000 Urdu teachers in primary schools as illegal and contrary to statutory rules. The High Court quashed advertisements and government orders published in this regard.

In a February 16, 2005 decision the government of Uttar Pradesh issued orders to conduct a two-year special BTC training course in Urdu for the appointment of assistant Urdu teachers in various institutions set up by the Basic Shiksha Parishad, UP.
The court however said the admissions were illegal and the District Institute of Education and Training couldn’t be allowed to provide any further training for students and, therefore, admissions for any examination cannot be held for the course.
"Urdu isn’t one of the language subjects included in the syllabus of nursery schools and junior basic schools and no teacher for imparting education in Urdu
is required in such institutions. The education board had not taken any decision to impart education in the institutions established by it through the medium of Urdu, and therefore, there cannot be requirement of the teachers for the purposes of teaching other subjects thro-ugh the medium of Urdu in any of the institutions established by the Basic Shiksha Parishad, UP, Allahabad," the judge said.
The court was hearing a writ petition filed by Sambul Naqvi, challenging the advertisements on the ground that qualified teachers are available for appointment against existing vacancies and, therefore, the process of direct recruitment of Urdu teachers is totally uncalled for.
