Prime Minister Francois Fillon, who has consistently outpaced the popularity of the President in recent months, also lost ground in the poll, falling back four points to 51 percent, with those unhappy with him rising sharply by nine points to 48 percent.

Foreign and European Affairs Minister Bernard Kouchner, a former socialist who joined the conservative government, is still the most popular government member, with 58 percent, although he lost 7 percentage points in Mondays poll.
