New Delhi : External Affairs Minister Pranab Mukherjee Wednesday said he favoured zero tolerance of disruptions in parliament, regretting that members often raised “panchayat level” issues.

“There should be zero tolerance towards disruption in the house,” Mukherjee told journalists covering the Lok Sabha.

Mukherjee delivered a speech on “Parliament and Foreign Policy” at the orientation programme for media persons, organised by the Bureau of Parliamentary Studies and Training (BPRST).

“Very often, panchayat level issues, and the matters meant for the provincial assemblies, are raised in the house. Even (today), some members were trying to raise issues which should have ideally been discussed in the respective state assemblies.”

Lok Sabha Speaker Somnath Chatterjee faces tough times, requesting members not to raise issues that can be discussed in state assemblies, the minister said. At times, however, he gives in to the members.

Mukherjee admitted that the British parliament was full of wit and humour, but not the Indian parliament. “We lack in wit and humour.”
