While 46 people have been rescued, 34 were still missing. The accident took place off Aparri town in the province of Cagayan.

Elena Bautista, chief of the Maritime Industry Authority, said the ferry was near the pier Sunday when it was battered by large waves.

“It was about to dock but had to pull back because of the huge waves, but it capsized,” she said. “Hopefully we can rescue all those missing.”
