The Rs.515.7 billion programme, which was introduced in 2003, will now be implemented during the 11th Plan period with revised terms and conditions as a central sector scheme.

The main focus of the programme will be on the establishment of baseline data and fixation of accountability, and reduction of aggregate technical and Commercial losses. This will be done by strengthening and up-grading the sub-transmission and distribution network and adopting IT.

Project area will be towns and cities with a population of more than 30,000 (10,000 in case of special category states). Rural areas with heavy load requirements may also be included in the project areas.

Projects under the APDRP will be implemented in two phases. The first phase will include the projects for establishment of baseline data and IT applications for energy accounting and IT-based consumer service centres. The second phase will include regular distribution and strengthening projects.
