Several of the council’s members were among the wounded people, he said.

The source blamed the al-Qaida in Iraq network for such suicide attacks against the councils, which are groups of Sunni insurgents who turned their rifles from the American troops toward the Qaida militants.

The attack in Baquba, capital of Diyala province, came as the U.S. and Iraqi security forces are conducting a major offensive in the northern province of Nineveh in an attempt to uproot al-Qaida militants from what they claimed one of their latest strongholds in Iraq.
