The Gujarat Assembly passed the bill in 2004 and it has since been waiting for the nod from the President of India.

The Muslims in the state have expressed concern over the purpose of the bill. They fear that the Gujarat Control of Organized Crime Act will be used against Muslims.

A day after the Jaipur bombings, Gujarat Chief Minister Narendra Modi wrote a letter to the Prime Minister Manmohan Singh urging him to approve the law without any delay. Modi has alleged that the UPA government is delaying approval of the bill deliberately. Gujarat Assembly passed the bill three years ago.

However, Shakti Singh Kohil, opposition leader in the Gujarat Assembly, has termed the motive of the bill as political. He said that despite implementation of POTA during the NDA regime at the centre, the country witnessed terrorist attacks on Parliament House and Akshar Dham Temple in Gujarat. He alleged that the new law will be used by Modi government against innocents.
