The commission, in a statement here, said a complaint was received that Lovely, who is contesting the assembly election from Gandhi Nagar constituency, used his official writing pad with the national emblem embossed on it to appeal to the electors to vote for him.

“In that appeal, he also highlighted his achievements as a minister,” the commission said.

“We have decided to afford Lovely an opportunity to furnish an explanation as to why action should not be taken for the alleged violation of the model code of conduct,” it added.

The commission warned him of appropriate action if his reply is not submitted by 5 p.m. Sunday.

Polling to elect a new assembly for Delhi is underway Saturday and will end at 5 p.m.
