New Delhi: In a landmark decision, Central Government has decided to computerize the records of all state Wakf Boards acting upon the recommendation of Joint Parliamentary Committee on Waqf.
Announcing this scheme Minority Affairs Minister, Mr. Salman Khursheed said that the scheme of computerization will be applicable for all the 29 State Waqf Boards which will be implemented during the Plan period 2009-10 to 2011-12 with a total cost of Rs. 22.84 crore by National Informatics Centre (NIC) on turnkey basis. The funds will be released to NIC or their nominee and to the State Wakf Boards directly for effective implementation.
This is considered as a historical step towards saving the Waqf properties because Waqf properties are spread out all over the country but even the basic survey of has not been done in most states.
It is to be noted that there has not been seen any development of Waqf properties in the past which led to lose a very substantial income that could have earned for the welfare schemes of the community. Therefore, to streamline record keeping, introduce transparency and to computerize the various functions/processes of the Wakf Boards and to develop a single web based centralized application, Joint Parliamentary Committee on Waqf, in its Ninth Report, recommended computerization of the records of the state Waqf Boards and Central financial assistance to these Boards.
However, the Scheme for Computerization of Records of State Wakf Boards has been launched with following objectives;
(1) Ensuring proper survey and cross checking of Waqf data from various computer data bases maintained at the state level, such as by Revenue Departments etc.
(2) Improving office efficiency and preparation of timely reports on various administrative matters.
(3) Creation of a centralized and web-enabled data base for use by various stake holders
(4) Properties Registration Management of Wakf Boards
(5) Muttawalli Returns Management system
(6) Leasing of Properties Management system
(7) Litigations Tracking Management system
(8) Documents Archiving & Retrieval Management system
