Bhopal: For the efficient management of Waqf properties and its activities, the Waqf Board officials of the states from all over India along with the officials of revenue and police department will also be imparted training.
This was stated by Dr. M. R. Haque, secretary Central Waqf Council, (CWC), New Delhi, while addressing a day-long meeting of Chief Executive Officers, (CEOs), from various parts of India here at the RCVP Noronha Academy of Administration & Management here on Saturday in Bhopal.
In the meeting the issue of intensive training for the management of Waqf properties was discussed. The focus of the meeting was on various aspects of Waqf management and the problems faced by the board officials in their day-to-day working. The meeting discussed the issues and problems on which the training is required to be modeled.
Dr Haque informed the meeting that Waqf properties have been donated by people for the welfare and benefit of the poor, widows and travellers. There are a lot of such properties which have been earmarked for religious works and education purpose by the donors. However, lot of these properties have been encroached upon, he pointed out. The Waqf properties under the control of Waqf Boards are also not generating the expected required funds as they should have. The generation of more funds would go a long way in ameliorating the lot of the people, he added.

He said as such the Government of India has introduced several schemes for this and loopholes in the law is being bridged. In this context Waqf Act Amendment Bill is to be introduced in Parliament for approval after discussion, Dr. Haque informed.
Dr Haque said the computerization of Waqf records has started all over the country so that after digitalization of records the work can be done online. Together with this for the development of Waqf properties efforts are being made to broaden the base of the present Central Waqf Council and turn it into a Corporation.
However, for all this to succeed, Dr. Haque said arrangements have to be made for imparting proper management training to government officers and Waqf Board officers in managing Waqf properties. This work has been started by the Central Waqf Council, New Delhi in collaboration with RCVP Noronha Academy of Administration & Management, Bhopal. The Government of India’s Department of Personnel and Training is willing to cooperate in this endeavour for successfully implementing the training programmes, he added.
Out of 28 Waqf Boards in the country CEOs of only seven states turned up for the meeting. Those who participated in the meeting included Nur-ul-Haque,(Guwahati), A. K. Ansari (Gujarat), Munir Ahmed (Karnataka), P.M. Jamal, (Kerala), Asif Ali & Manzoor Khan (Maharashtra), Iqbal Ahmed Khan, (Haryana), Dr. S. M. Zaidi, (Madhya Pradesh). All these CEOs gave their useful suggestions to provide training for officials for the management of the Waqf property.
At the outset Sandeep Khanna, Director General of the RCVP Noronha Academy of Administration & Management, while welcoming the CEOs and other officers expressed the hope that this important meeting with the help of experts would prepare ideal guidelines and training schedules for officials for the better management of Waqf properties.
Dr. Mohammad Najmi, Professor of Law in the Academy of Administration, thanked the officials present in the meeting. In fact the training of officials involved in Waqf management is the brain child of Dr. Najmi.
Talking to this Correspondent Dr. Najmi said that from January 4 next year 84 IPS officers will undergo training in the Academy wherein lectures pertaining to Waqf properties and its management would also be delivered along with other routine lectures during the training period. After this in February 2010 revenue officers will undergo training who will be lectured on financial matters pertaining to Waqf properties.
It may be mentioned here that Madhya Pradesh has become the first State in India that organized the meeting of CEOs of the Waqf boards from various parts of the country to discuss the problems faced by them in their working. ([email protected]
