New Delhi: The Joint Committee of Muslim Organizations For Empowerment (JCMOE) will hold a National Convention on Muslim Reservation on February 1, 2009 at the India Islamic Cultural Centre in New Delhi.
The convention will be inaugurated by Mr. Saiyid Hamid, Chancellor Jamia Hamdard and the inauguration function will be chaired by the former Chief Justice of India Mr. A M Ahmadi who is presently Chancellor of the AMU.
Many prominent leaders both political and religious and noted journalists are expected to attend the convention. In the Convention JCMOE will put forward some demands and issue some important documetns.
Shri H D Deve Gowda, former Prime Minister of India and presently President of JD (S), Shri Ram Vilas Paswan, President of the Lok Janshakti Party and Shri A B Bardhan, General Secretary of the Communist Party of India are some of the political leaders who will address the Inaugural Session.
Among the religious leaders from different minority communities who will speak to the Convention are Mr. Johan Dayal, national President of All India Christian Council, the eminent Jain leader Mr. Bal Patil, Sardar Paramjit Singh Sarna, President of the Delhi Gurudwara Prabandhak Committee and well SC leader Shri Udit Raj.
While Maulana Rabey Hasani Nadvi, Rector of Darul Uloom, Nadwatual Ulama, Maulana Syed Nizamuddin, Amir-e-Shariat, Bihar and Maulana Salim Qasmi, rector of Darul Uloom, Deoband are likely to grace the occasion by their speeches or send their supportive message.
The subsequent delegate session to be held under the presidency of Maulana Jalaluddin Umari, Amir of Jamaat Islami-e- Hindi, will be attended by leading members of the Muslim intelligentsia including Mr. Zafar Saifullah, former Cabinet Secretary to the Government of India, Dr. Abu Saleh Shariff, eminent economist and former Research Director of NCAER and Dr. S. Farooq and Mr. P.A.Inamdar, noted educationists.
Some top rank journalists namely Mr. Aziz Burney, Mr. Shahid Siddiqui and Masoom Moradabadi are also likely to address the Session.
At the Concluding Session which will be chaired by Maulana Mohammad Usman Mansoorpuri, President of the Jamiat Ulama-e-Hind a draft Resolution shall be presented and discussed, before approval.
The Convention will invite the Muslim community to press for reservation in government employment, higher education, benefits of social development and welfare programmes and flow of government loan and bank credit. It will also call Muslims that they should place Reservation at the top of their political agenda for the coming general elections and vote for only those parties which promise to provide reservation and work for their empowerment.
Through the Convention JCMOE will also put some demands mainly:
1. That the Report of the Justice R N Mishra Commission submitted in May, 2007, be placed in the public domain to develop a consensus on its basic recommendations of 10% reservation for Muslim and 5% for other religious minorities whose unutilized portion may also go to the Muslims.
2. Recognition of Muslim community as a Backward Class within the meaning 15(4) and 16(4) of the Constitution and provision for reservation for Muslim as a sub-quota within the OBC on the basis of population and level of backwardness in each state.
3. Deletion of Clause 3 of the Constitution (SC) Order 1950 and thus to include the Muslim and Christian Dalits in the SC List.
4. Revision of 50% bar on the total reservation imposed by the Supreme Court so that all Backward Classes may be accommodated according to their population and backwardness.
5. Accelerated and full implementation of all recommendations of the Sachar Committee directed at the educational, economic and social uplift of the Muslim community and for increasing their presence in the political and administrative expense.
In the Convention the JCMOE shall issue several documents:
1. Relevant extracts from UN documents and the Constitution
2. Relevant extracts from the Gopal Singh Panel Report, the PM’s 15 Point Programme, the Mandal Commission, the Sachar Report and the Mishra Report.
3. Data and statistics on Muslim Backwardness
4. Records of various Conferences held by Muslim organizations severally and jointly and their statements and memoranda to the Government between1978-2008.
