First workshop on improving department functioning begins Tuesday

New Delhi : Cabinet Secretary K.M. Chandrasekhar will inaugurate the first of the six planned workshops on Results Framework Documents (RFDs) on improving functioning of government departments here Tuesday.

“The RFDs, which are to be annual performance management tools, would set out the term objectives of the departments, actions the departments would take to achieve these objectives, and a system for monitoring the department’s progress through success indicators,” the Prime Minister’s Office said in a statement.

Prime Minister Manmohan Singh has approved the preparation of RFDs for all departments of the central government as part of the comprehensive Performance Monitoring and Evaluation System (PMES).

The move is expected to set the tone for substantially improving the functioning of government departments.

“Fiftynine departments would be preparing RFDs in the first phase of the roll out of the government’s performance monitoring and evaluation system, which would subsequently be extended to cover in phases all departments,” the statement added.

Around 250 senior officers will be participating in these six workshops, that will run through November. The performance management division of the Cabinet Secretariat will be leading this initiative.
